Duties

Help

The incumbent is responsible for coordinating the legal functions of the Office of Outreach, Prevention, Education and Non-discrimination (OPEN). The incumbent supports OCR’s enforcement program in furtherance of the mission of the Department and OCR, primarily through the development and provision of technical assistance to institutions and the public to promote proactive enforcement and compliance with the laws enforced by OCR.

  • Ensures technical assistance activities are conducted in accordance with the laws and regulations enforced by OCR, the Assistant Secretary’s directives, and case law. Ensures technical assistance is of high quality, accurate, thorough, and legally sound. Implements strategies, including internal controls, to ensure that technical assistance is relevant and effective, consistent within regional offices and nationwide, conducted in a timely manner, and appropriately prioritized in support of OCR’s compliance activities within each region.
  • Provides proactive support to recipients and the public through the provision of technical assistance; assesses and updates existing technical assistance presentations, and develops new technical assistance presentations; trains regional offices on providing technical assistance; directly presents technical assistance to institutions and the public; and responds appropriately and timely to institutions’ requests for customized technical assistance.
  • Possesses knowledge of current and emerging civil rights issues to ensure proactive compliance activities appropriately assess and address emerging issues; updates existing technical assistance presentations, and develops new technical assistance consistent with the laws and regulations enforced by OCR and case law.
  • Possesses a clear understanding of civil rights laws and regulations; possesses knowledge of current and emerging civil rights issues on a national level.

Qualifications

Specialized Experience for the GS-13:

Experience ensuring technical assistance activities are conducted in accordance with applicable statutes and regulations.

Experience ensuring proactive law enforcement or legal compliance activities are legally sufficient.

Experience identifying, anticipating, and responding to or addressing emerging legal issues and emerging regional or national trends.

Specialized Experience for the GS-14:

Experience ensuring activities are conducted in accordance with laws and regulations enforced by OCR.

Experience ensuring proactive law enforcement or legal compliance activities appropriately assess and address emerging issue and updating existing technical assistance presentations.

Experience identifying, anticipating, and responding to or addressing emerging legal issues and emerging regional or national trends, particularly technical assistance needs.
