Summary

Performs the role of the Kennedy Space Center Threatened and Endangered Species Program Manager located in the Environmental Management Branch of the Spaceport Integration Directorate, performing all necessary tasks ensuring the Center demonstrates NEPA, Endangered Species Act, and historic preservation compliance in all its endeavors. Duties

Help
  • Manage and coordinate the Center's natural resources and habitat management/mitigation, Environmental Checklist Process, permitting and regulatory compliance, environmental planning and documentation.
  • Advises, directs, and collaborates with other scientists, engineers, and technical specialists to develop policies involving the KSC environmental and natural resources program.
  • Manage environmental resource permitting and regulatory compliance, National Environmental Policy Act (NEPA) activities, and general environmental program and project management.
  • Serves as the technical manager for the environmental services contract (currently KEMCON), guiding and evaluating contractor efforts.
  • Communicates to the contracting officer and functional manager contractor progress, proposed contractor modification, validity of claims, analysis of proposals, and assessment of contract deliverables.
  • Identify and resolve potential problems dealing with other NASA, Federal and state agencies, and public interests on issues which are controversial and without clear precedent.

Qualifications

In order to qualify for this position you must meet the Basic Education Requirement.

By the closing date of this vacancy announcement, you must have one year specialized experience equivalent to the the GS-12, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for the GS-13, examples of specialized experience at the GS-12 are:

- Ability to apply advanced theories, principles, concepts, methods and new scientific findings in wildlife and plant biology, wildlife habitat management and related disciplines.
- Providing scientific expertise on natural resources programs management and threatened and endangered species programs management.
- Conducting environmental baseline studies to address land management issues.
- Experience applying new developments and theories to major problems involving the intersection of National Environmental Policy Act and the Endangered Species Act.

Education

Basic Requirements

1.Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

2.Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
