Summary

The incumbent of this position serves as a Procurement Analyst tasked to initiate contract actions, analyze and interpret data, and manage a high dollar/high volume contract.  The work covers positions which require a broad knowledge of procurement policies and procedures to plan, analyze, or evaluate procurement programs; develop policies and procedures or provide advice and guidance to subordinate activities concerning a variety of procurement issues.

Duties

Help
  • Oversees the management of proposed contract and/or task order requirements received from program offices.
  • Analyzes resource estimates and utilization issues.
  • Develops acquisition plans, including Statements of Work, Independent Government cost estimates, and source selection plans.
  • Analyzes program data and integrates that data into reports for workload management.
  • Monitors contract expenditures, performing spot checks for invoice certification and for insuring that contracts are closed out timely when services are complete.
  • Responsible for conducting market research and evaluation criteria, and evaluating proposals when contracts require modification, funding realignment.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-13 grade level must meet one of the following requirements to qualify for this position:

IN ADDITION to the requirements below, all applicants must be Federal Acquisition Certification in Contracting (FAC-C) Level III certified, as outlined on the Federal Acquisition Institute (FAI) website (https://www.fai.gov/certification/contracting-fac-c) or Defense Acquisition Workforce Improvement Act (DAWIA) Level III certified, as outlined on the Defense Acquisition University (DAU) website (http://icatalog.dau.mil/onlinecatalog/CareerLvl.aspx?lvl=3&cfld=3).  Applicants whose certification is over two years old,  must also have completed 80 Continuous Learning Points (CLPs) every two years. The 80 CLPs every two years must be from the issuance date of certification and valid through the closing date of the announcement.  

Applicants must submit the following documentation:

1.  Copy of initial FAC-C Level III certification or DAWIA Level III certification.

AND

2.  If initial Level III certification is over two years old from the closing date of the announcement, a Certificate of Achievement from the Federal Acquisition Institute Training Application System (FAITAS) in recognition of attainment of continuous learning requirements showing certification valid through the closing date of the announcement;

OR

An equivalent transcript or list of training from DAWIA that shows 80 CLPs obtained within the previous two years from the closing date of the announcement (the transcript or list of training must assign CLP numeric values to each eligible activity/course or must clearly reflect the numeric total of 80 CLPs).

AND

A. In addition to completing the mandatory FAC-C Level III or DAWIA Level III training requirements, you must have at least 4 years of experience in contracting or related positions AND at least 1 full year of this experience is specialized and equivalent to at least the GS-12 level in the Federal service AND completed a 4-year course of study leading to a bachelor's degree with a major in any field from an accredited college or university AND this degree included or was supplemented by 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.  

OR

B. In addition to completing the mandatory FAC-C Level III or DAWIA Level III training requirements, you have occupied your position, which is classified in the GS-1102 series, since January 1, 2000 AND have one full year of specialized experience equivalent to the GS-12 level in the Federal service that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position as described in paragraph A above under qualifying specialized experience.

OR

C. Have NOT completed the mandatory FAC-C Level III or DAWIA Level III training, the 4 year’s experience in contracting or related positions AND/OR a 4year course of study leading to a Bachelor's degree that included 24 semester hours in the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management, HOWEVER, you have 1 full year of specialized experience equivalent to the GS-12 level in the Federal service that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position and therefore you MAY qualify for a waiver based upon your demonstrated analytical and decision making capabilities, job performance and qualifying experience.

Qualifying specialized experience must demonstrate the following:

  • Experience in analysis and evaluation of contracting matters;
  • Experience in development of contracting policies and procedures for guidance and control of subordinate contracting activities; and
  • Experience in development of acquisition plans, which may include Statements of Work, market research, Independent Government Cost estimates, or source selection plans.
