Duties

Help

  • Overseeing the implementation of new building technologies, including Building Automated Systems (BAS) used in construction, modernization, and reprogramming of existing systems throughout the region to ensure compliance with the national program goals and changing information technology.  Review new construction plans, project specification and network diagrams to ensure building system design specification are in conformance with national smart and sustainable buildings (SSB) policy and IT requirements.  Maintains program integrity though continuous monitoring.  Collaborates with colleagues to best align program objectives with nationally administered programs including but not limited to analytics, fault detection and diagnostics, computerized maintenance management system, building lighting systems and monitors monthly service center and individual building energy usage to ensure usage reduction goals are on target with program objectives.  Provides critical recommendation to minimize energy usage and associated costs.
  • Providing critical analysis of pressing issues and required policy recommendations used by management to formulate decision regarding changing responsibilities or business needs, as well as in the design/development and evaluation of ongoing and/or new program issues.
  • Using advance project management and communication skills to coordinate efforts between building management personnel, regional program managers responsible for sustainability, energy usage, design and construction.

The GS-13 salary range starts at $99,172.00 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.   Specialized experience is technical experience in development, installation, and practical support for Building Automation Systems (BAS), advanced metering systems, and use of building analytic programs. Applicants must have experience in translating building analytic programs as well as BAS and advanced meter data and protocols into project specific strategies and implementation including design, installation, commissioning, training and ongoing user support to maximize systems benefits. This experience must also include collaborating with IT Services staff to address systems integration issues and providing solutions to senior management regarding such systems and programs.

  1. Knowledge of IT and BAS sufficient to propose solutions to issues of integration and interoperability and to communicate complex technical requirements to non-technical personnel.
  2. Ability to interpret laws, Executive Orders, interagency agreements, standards, agency policies, regulations, procedures, and requirements related to energy efficiency, sustainability, cost containment, building management, and building occupancy.
  3. Knowledge in applying project management principles and techniques.
  4. Ability to communicate with external and internal customers to present sensitive recommendation to higher authority.
