As an Instructional Systems Specialist, you will be responsible for the design and development of training and performance support programs and materials throughout the entire design/development/implementation and evaluation cycle.

As an Instructional Systems Specialist, you will be responsible for the design and development of training and performance support programs and materials throughout the entire design/development/implementation and evaluation cycle.
All candidates who are:

Manage projects that require design, development, and implementation of performance support systems and instructional products for instructor-led, and online formats. Design and develop training materials.
Develop content outlines, storyboards, descriptions of visual components, text and audio narration, media elements, and considerations for compliance to Section 508 standards for eLearning courses and other web-based training deliverables.
Assist with job task and gap analysis to identify customer needs and training requirements.
Assist with the design and documentation of instructional strategies for proposed solutions.
Apply project management/workflow techniques to ensure adherence to project plans, timelines, and budget requirements.
Prepare content materials to be packaged and delivered using appropriate authoring tools.
Assist with the creation of digital assessment vehicles to measure participant success in achieving learning goals and objectives. Support the application of assessments and evaluations to continually improve instructional programs and materials.

Qualifications
You must meet the following requirements within 60 calendar days after the closing date of this announcement:
Basic Requirements:
Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

Specialized Experience: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level in the Federal service. To qualify for the NB-V level, you must have specialized experience equivalent to the next lower level, NB-IV or GS-9. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of specialized experience for this position includes:
• Participating in the development of training and performance support systems and training materials. AND • Assisting with job task and gap analyses to identify customer needs and training requirements.

Education: Successfully completed 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree, if related, from an accredited college or university.
-OR-
Combination of Education and Specialized Experience: Have a combination of graduate level education from an accredited college or university AND specialized experience (as described above), which is equivalent to the NB-IV level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position. When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. One year of full time graduate education is considered to be number of credit hours that the school attended has determined to represent one (1) year of fully-time study. If the number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. The percentage of specialized work experience and the percentage of graduate study must total at least 100%.
The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
