Duties

Help
  • You will lead the daily execution of IT acquisition strategies, goals, plans, processes, and procedures for defining the future modernization requirements of MHS GENESIS.
  • You will provide overall direction and guidance for the development, acquisition, testing, and product improvements of highly tailored Defense Business System (DBS), to include MHS GENESIS.
  • You will lead the DHMSM Program with new requirements and customers, shepherding each initiative through the acquisition process and alignment to future releases.
  • You will direct the implementation of a major program for which the scope and impact of the program directed is DoD-wide and directly supports the DHMSM mission.
  • You will work with the functional community to identify future requirements and serves as task lead for the delivery of the business capabilities and activities of MHS GENESIS.
  • You will lead cross-function support teams and work groups within the Defense Health Agency (DHA).
  • You will be responsible for the efficient and economical use of facilities, equipment, manpower, and funding resources necessary to accomplish the mission.
  • You will develop the acquisition strategy and program baseline for assigned projects in accordance with Department of Defense (DoD) acquisition policies and procedures.
  • You will provide advice, counsel, and instructions for quality control and quality improvement on work and administrative matters.

  • You will develop performance objectives and evaluates employee performance.
  • You will oversee the work of many contractors supporting the work of the Program Management Office.

  • You will oversee cost estimating, planning, programming, budgeting, program integration, interoperability, and oversight for efficient expenditure of Government funds.
  • You will lead efforts assessing the overall new work strategy to understand what is working for the program and what will require further guidance and oversight.
  • You will advise higher level officials on problems involving the relationship of the work of the organization supervised and its impact on other programs.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field of Program Management Level III. Certification is required within 24 months of appointment.
  • This position is a designated Critical Acquisition Position (CAP). You must be a member of the Acquisition Corps, become a member, or obtain a waiver at the time of selection and sign a three-year tenure agreement prior to assuming the position.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position for specialty area 802--IT Project Manager.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-14) or pay band in the Federal service or equivalent experience in the private or public sector developing systems acquisition strategies or plans for the development, improvement, or modernization of an information system.
