This is an interdisciplinary position and may be filled in any of the following series GS-0401, GS-0810, or GS-1315 depending on the qualifications of the selected candidate.

Supervisory Civil Engineer (0810) salary range: $99,691-$122,695

Supervisory Natural Resources Specialist (0401), Supervisory Hydrologist (1315) salary range:  $88,704-$115,313

-Serves as the Chief, Water Operations Division, responsible for the operation of the water supply facilities of the Klamath Project (Project) in accordance with flood control regulations, contractual agreements, water rights, and Endangered Species Act requirements.
-Responsible for the identification and evaluation of operating problems requiring analysis or affecting the achievement of Bureau objectives including optimum efficiency and effectiveness. Initiates analysis and studies of reservoir operations, inflow and release measurements and computations, availability of water and other aspects necessary for Project operations.
-Directs intensive utilization of computer programming, systems analysis and operations research techniques in the development and implementation of centralized system data handling, real-time operating strategy models and other modernization efforts within the field of water operations.
-Prepares annual operating budget for the Water Operations Division and in cooperation with other program managers submits activity plans supporting future funding needs.
-Responsible for the oversight and direction of the Fisheries Resources Branch. Ensures that Project operations are consistent with Endangered Species Act and other biological resource requirements.
-Represents KBAO in meetings or correspondence dealing with water resource and operational issues with federal, state and local agencies, irrigation districts, and other agencies and private entities with highly controversial water resources issues related to KBAO’s interests.
-Serves as a first and second level supervisor over a group of professional, technical, and administrative staff.

Qualifications

Minimum Education Requirement:
Applicants must meet the Basic Education Qualification Requirements listed below: 

MINIMUM EDUCATION (BIOLOGICAL SCIENCES DISCIPLINE, GS-0401):
A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. *OR* B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

MINIMUM EDUCATION (ENGINEERING DISCIPLINE, GS-0810):Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
*OR* B. Combination of education and experience - college level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following (see U.S. Office of Personnel Management qualifications standards operating manual for specifics): (1) professional registration or licensure; (2) written test (FE exam or other written test required for professional registration); (3) specified academic courses; (4) related curriculum.

MINIMUM EDUCATION (HYDROLOGY DISCIPLINE, GS-1315): A. Degree: physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The coursework must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels. *OR* B. Combination of education and experience: course work as shown in A above, plus appropriate experience or additional education. Acceptable experience must have included performance of scientific functions related to the study of water resources, based on and requiring a professional knowledge of related sciences and the consistent application of basic scientific principles to the solution of theoretical and practical hydrologic problems. The following is illustrative of acceptable experience: field or laboratory work that would require application of hydrologic theory and related sciences such as geology, geochemistry, geophysics, or civil engineering to making observations, taking samples, operating instruments, assembling data from source materials, analyzing and interpreting data, and reporting findings orally and in writing. In some cases, professional scientific experience that is not clearly water resource experience may be acceptable if such experience was preceded by appropriate education in hydrology or by professional hydrology experience.

Foreign Education: To receive credit for education completed outside the United States, applicants must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs. 
 
In addition to meeting Basic Education, applicants must have specialized experience or additional education as defined below:

GS-13: One year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in the Federal service.

Definition of Specialized Experience: To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as follows:

GS-13: Experience in the use of computer simulation models to monitor or forecast water and environmental conditions (e.g., hydrology, water temperature, water quality, ground water, watershed conditions, meteorology, sediment transport, geomorphic baseline monitoring, fish or wildlife populations or habitats); experience using relational data bases for water operations; experience analyzing a wide array of water and environmental data to evaluate existing conditions and recommend improvements to operational plans (e.g., for a watershed or river-basin) for complex conditions with limited or conflicting data; experience developing applications for specific or unusual conditions; analyzing and recommending solutions to complicated problems associated with water management, watershed restoration, fish and wildlife enhancement, or ecological improvements. These examples are not all inclusive.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

This position has a mandatory education requirement; you must furnish a copy of your transcript of college work completed (unofficial copy is acceptable). Transcripts must include the name of the college or university and date the degree was conferred. Non-submission may result in you being rated not qualified for the position.

Relocation: Travel and relocation expenses are authorized. Eligibility for specific relocation services will be determined at the time of selection. However, use of Relocation Services Contract (Guaranteed Home Sale) will not be authorized. Note that in accordance with the 2018 Tax Cuts and Jobs Act, Public Law 115-97, all relocation expenses are now classified as taxable.

Conditions of Employment:
-This position requires completion of a one-year probationary period.
-This is a supervisory position. If appointed to this position, you must serve a one-year supervisory probationary period, unless you have previously met this requirement.
-Successful adjudication of personnel security investigation required.
-Travel is required approximately 10% of the time.
-Operation of a government vehicle is required; therefore, you must possess and maintain a valid State’s driver’s license.
-All Federal employees are required by PL 104-134 to have federal payments made by direct deposit.
