Duties

Help

The Deputy Executive Director for Operations maintains knowledge of the entire Compensation Program, service mission, vision, and operations to supervise and manage the functional areas for which the incumbent is primarily responsible, and to provide leadership in the other Deputy Executive Directors' functional areas when the need arises. In the absence of the Director, Compensation Service the incumbent may be designated as the Acting Executive Director.

The incumbent has responsibility for the full spectrum of personnel management activities. Provides guidance through high-level civilian supervisory personnel to include professional, technical, and administrative personnel of the Compensation Service Training Staff, Business Management Staff, and Quality Assurance Staff.

  • Responsible for national training for all compensation claims processors within VBA, including centralized training for all new employees and recurring training curriculum.
  • Responsible for skills certification testing that all claims processing employees must pass.
  • Oversee the compensation national quality assurance program, which consist of general quality reviews and specialized reviews for the organization.
  • Responsible for the policy and procedures for approximately 600 Quality Review Specialists that are embedded at Regional Offices across the country.
  • Conduct oversight of Regional Offices to ensure that they are performing according to current policy and procedures.
  • Oversee the business management staff consisting of the maintenance of all Legacy IT systems, and the integral role in the development of the new VA claims processing systems.
  • Responsible for the implementation of policies and procedures related to the administration of VA disability compensation claims.
  • Provides executive leadership responsibility for the effective, efficient, and economical operation of benefits programs and services provided by law for Veterans, their dependents, and beneficiaries.
  • Provides managerial oversight and competence in articulating the mission, identifying overlapping or redundant functions, and negotiating roles and responsibilities.
  • Works to establish central office policies and procedures consistent with national standards.
  • Provides competence in translating program needs into operational accomplishments.
  • Captures changing needs of varying customers via outreach in Veteran communities, conventions, inter/intra agency entities, Congress and other local stakeholders,

Qualifications

To meet the minimum qualifications, applicant must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TQ1: Demonstrated experience in successfully leading and managing a large public or private sector organization that administers a complex rules-based benefits or services for a large group of beneficiaries or customers.

TQ2: Demonstrated experience in developing administrative policy and procedures, and support services that impact program operations, other business lines and agencies facilitating the delivery of non-medical benefits and/or services to a large group of beneficiaries or customers.

VA structures its SES positions into pay bands. This is a pay band 2 position and the salary range is $127,914 to $185,700.. Exceptions to the cap of the range may be considered in certain circumstances.
