Summary

You will serve as a SOCIAL SERVICES ASSISTANT in the Special Category Residents department of NAVSTA GTMO located in Guantanamo Bay, Cuba. Incumbent serves as the Cuban Community Assistance Program (CCAP) Assistant to the CCAP Manager and is responsible for assisting the CCAP Manager perform a variety of resource management and administrative program actions. ***Please Note: Locality pay is not authorized for overseas locations***

Duties

Help
  • You will make regular home visits to ensure living conditions are up to standard (home maintenance, appliance repairs, etc.).
  • You will organize special events or activities (e.g., holiday or birthday celebrations, town hall meetings).
  • You will input travel data in an automated travel system to reconcile travel vouchers.
  • You will serve as a non-medical attendant for Special Category Residents (SCRs).

  • Must maintain proficiency in the Spanish language (verbal/written) sufficient to serve as an interpreter.
  • Must be available by phone/cell as required.
  • Work may require periods of walking, standing, stooping, bending, and lifting objects such as luggage/boxes of moderate weight (not in excess of 25 lbs.).
  • You may be required to provide physical assistance to a Special Category Resident (SCR) community resident (sitting, walking, and standing).
  • Work is typically performed in an office setting within the Cuban Community Center, which has adequate lighting, ventilation, and air conditioning.
  • Travel to/from the homes of the SCRs will be required several times a week. The SCRs homes are within walking distance of the Cuban Community Center.
  • Occasional or frequent travel to the U.S. will be required when serving as a non-medical attendant for the SCR community member.
  • You will be required to obtain and maintain a current valid United States driver's license.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-06 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Utilize the Spanish language to assist others for effective oral and written communication; 2) Maintain the day-to-day activities of a community assistance program; 3) Advocate for those that are unable to communicate their needs; and 4) Interacting with clients, families, care providers, military or community agencies with tact and diplomacy. Tour of duty will be 24 months.

Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.

Military Spouses and Family Members may apply 30 days before their anticipated arrival date. However, they will not receive preference until arrival at the foreign location. Additional documentation may be required prior to granting preference.

Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor; or any time beyond the time employee ceases to be a family member.
