Summary

This position serves as the Director, National Appeals Division (NAD), Office of the Secretary.
The incumbent is responsible for developing and implementing nationwide plans, and governing agency decisions.
Utilizes management techniques to develop program goals and objectives to the national and field offices.
The Director is principally concerned with adjudication and oversight of administrative appeals nationwide initiated by program participants who wish to contest certain USDA agency adverse decisions.
Formulates broad plans, policies, and procedures for administering the process by which a person or organization may appeal and have adjudicated any applicable program administrative decision that adversely affects that person or organization.
Oversees all administrative matters relating to the performance of duties by entities comprising the Office of Hearings and Appeals.
Selective Service Registration is required for males born after 12/31/1959.

You must be able to obtain/maintain a Top Secret clearance.
You must be a U.S. Citizen to qualify for this position.
Qualifications
To qualify candidates must possess senior level leadership (Supervisory/Managerial) and executive experience. Candidates must have been serving in a position at a high level of difficulty to demonstrate clearly that candidates possess the professional and technical, as well as the program knowledge, skills and abilities listed in this vacancy announcement. Expert experience is typically in or related to the work of the position.
Candidates must possess the following: (1) A professional law degree (LL. B or J.D) and (2) Membership is in good standing of the Bar or State or territory of the United States or the District of Columbia.
Applicant must have substantial experience in practicing administrative law.
Applicants must meet position qualifications requirements as shown above at the time of appointment.
