Duties

Help

As an AUDITOR at the NH-0511-3 level, some of your typical work assignments may include:

  • Organizes, plans, assists in conducting performance, operational, and financial audits, audit follow-ups, and inquiries to support the MDA mission.
  • Provides audit proposals and input in the development of the MDA Internal Review Plan, which identifies future audits.
  • Establishes and maintains working relationships with organizations within MDA, the Department of Defense, and other government agencies. Supports internal/external audit entrance/exit conferences and other meetings with Agency organizations including external liaison efforts.
  • Analyzes and interprets guidance on overall MDA mission and objectives. Provides input in developing IR policy and procedural guidance to address MDA audit issues and reviews of MDA programs to safeguard resources.
  • Prepares well-written work papers and reports meeting Generally Accepted Government Auditing Standards. Develops recommendations that are well supported, practical, and value added.
  • Assists in conducting hotline inquiries. Develops inquiry plans, obtains evidence based on hotline complaint allegations, and develops conclusions based on evidence of facts to substantiate or not substantiate allegations. Develops corrective action recommendations, prepares, and coordinates inquiry reports.

Qualifications

You may qualify at the NH -03, if you fulfill the following qualifications:

One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below:

  • Knowledge in implementing and applying generally accepted government auditing standards in performing audits designed to eliminate fraud, waste, and abuse and improve the management of MDA programs through economy and efficiency.
  • Ability to collect, organize, analyze, and evaluate information, draw conclusions, and formulate recommendations concerning a variety of complex functions, programs, systems, and work processes in order to evaluate the progress of findings, resolve problems, and assist in conducting audits.
  • Ability to establish and maintain working relations with Agency and external senior leaders and their staff.
  • Ability to communicate orally and in writing.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.


In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0511 series. You may qualify at the NH-03 if you fulfill the following qualifications:

This position has a Basic Requirement for the 0511 series:

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
