Help

The Management and Program Analyst, located in the Office of Healthcare Inspections (OHI), responsible for performing a variety of complex program management services essential to the mission of the Business Line and OHI.

The following are the duties of this position at the GS-13 . If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

-Research and investigate new or improved management practices for application to business line operations.
-Lead and participate in special business line projects.
-Assist in drafting business line policies, procedures and training materials for senior managers and staff.
-Conduct a continuous review of business line work products to ensure acceptable level of quality and effectiveness and to ensure products meet external and internal quality standards.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: 
-Applying analytical techniques for assessing the effectiveness or efficiency of program operations or work processes; AND
-Consolidating information from multiple sources into completed written documents; AND
-Utilizing communication skills to establish relationships and conduct training with internal and external stakeholders.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: 
-Applying analytical techniques for assessing the effectiveness or efficiency of program operations or work processes; AND
-Consolidating information from multiple sources into completed written documents; AND
-Utilizing communication skills to establish relationships with internal and external stakeholders; conducting training; AND
-Presenting and implementing recommendations to high level management in order to resolve an issue and/or overcome a challenge.


In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks.
For the GS-13, you must have been at the GS-12 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Public Trust – Background Investigation will be required. 
- Must successfully complete a background investigation.

- Obtain and use a Government-issued purchase card for business-related travel.
