Duties

Help

As a Supervisory Senior Communications Advisor, you will:

  • Supervise a branch composed of professional and support staff employees up to the GS-14 level;provide human resources management functions, and the administrative and technical supervision necessary for accomplishing the work of the Branch.
  • Develop and oversee implementation of an annual strategic communications plan; broaden awareness of the Bureau's HIV/AIDS programs both internally and externally; increase visibility across key stakeholder audiences;develop calendar of events and oversee its timeline and implementation.
  • Review and evaluate existing strategies and communication plans for disseminating information about changes in program emphasis or content for a wide variety of subjects related to USAID's HIV/AIDS programs;determine the most expeditious and appropriate avenues for disseminating information to the Public and arranges for mass dissemination of information materials; and consult with the Bureau for Legislative and Public Affairs to ensure that the information disseminated is accurate, complete, intellectually honest, and that sensitive classified information is protected from unauthorized disclosure.
  • Provide strategic input and contribute to the development of the Office of HIV/AIDS messaging;oversee logistics and flow of activities; oversee and coordinate creation of collateral and leverages internal and external communication channels, including social media, website and intranet, fact sheets, newsletters, country profiles, success stories, blogs and internal briefing documents to amplify and communicate messages.
  • Coordinate a communication team to support the development and execution of the Office of HIV/AIDS communications strategy;promote a culture of high performance and continuous improvement that values learning and a commitment to quality; and mentor and develop the staff using a supportive and collaborative approach on a consistent basis.

Selective Placement Factor: 

1) You MUST have experience related to the development, implementation and oversight of complex communications strategies for large-scale HIV/AIDS health programs in low-to-middle income countries.

GS-14: In addition to the Selective Placement Factor, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes experience;a) overseeing the development and implementation of a complex HIV/AIDS strategic communications plan;b) establishing and maintaining effective working relationships at multiple levels with key stakeholders, including national and international media representatives, to develop and disseminate coordinated messages around HIV/AIDS;c) actively engaging, cultivating and managing opportunities to ensure positive stories and media placements related to HIV/AIDS programs.  


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position.
