Duties

Help

Duties include:

  • Draw blood specimens from patients for testing, verify patient identification, and clarify any identification discrepancies.
  • Select and prepare a venipuncture site for drawing the specimen considering patient comfort, amount of blood to be drawn, and the quality of the sample.
  • Observe bio-safety precautions and isolation procedures with a minimum of discomfort to the patient. Label tubes with laboratory generated accession labels and other required information (i.e. time, date, initials, etc.).
  • Perform the venipuncture with barrel needle collection devices or butterfly needle collection devices ensuring a quality specimen.
  • Follow protocols for special handling and collection of blood samples. (i.e. blood cultures, specimens on ice, etc.).
  • Inform responsible nursing personnel and complete the required documentation when a blood sample cannot be collected.
  • Return specimens, inform appropriate person of any "STAT" or "Immediate" requests.
  • Accept collected specimens in the computer, keep documentation updated and laboratory personnel informed of specimens not obtained.
  • Stock drawing carts with adequate tubes and supplies for drawing patients, and clean the cart when needed.
  • Follow Universal Precautions and proper infection control procedures.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/27/2019.

Specialized Experience:
Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-04) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: technical medical laboratory support work such as performing waived complexity laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or technical support work in a closely related field technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position to be filled.

EDUCATION:
Successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subject appropriate to the position to be filled. Transcripts required if using education.
OR
COMBINATION OF EDUCATION AND EXPERIENCE:
Must possess equivalent combinations of creditable specialized experience and education as described.

For GS-5 level positions, only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to l year of specialized experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work requires extensive periods of standing and walking, regular and recurring bending, lifting (less than 40 pounds), stooping, and stretching.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
