This position is located in the Bureau of Counterterrorism and Countering Violent Extremism (CT), U.S. Department of State. The primary purpose of the position is to apply the principles and methods of public affairs and public diplomacy to inform and persuade various stakeholders, ranging from Members of Congress to persons or groups in foreign countries affected by U.S. counterterrorism policy and programs, to support the U.S. government in its counterterrorism efforts.
Summary

Status Candidates, Noncompetitive, Former Federal Employees with Reinstatement Eligibility, VEOA, Individuals with Disabilities, Military Spouses, Peace Corps, AmeriCorps, Vista, Eligible Family Member, ICTAP, and CTAP
Serves as an adviser to the Coordinator in the strategic planning of the bureau’s general public affairs and public diplomacy activities and press operations, including social media, public speaking events, and press engagements.
Drafts speeches and Congressional testimony for the Coordinator and other senior CT personnel.
Develops and applies new approaches in planning, integrating and evaluating the overall public affairs program for the agency’s functional program as it relates to counterterrorism.
Prepares public outreach materials, including speeches, fact sheets, press guidance, and blogs.
Conducts reviews of major newspapers, monitoring wire service stories and sensitive cable traffic.
Verification of employment eligibility in the United States is required.
U.S. Citizenship is required.
One year probationary period, unless excepted by regulation.
Must be able to obtain and maintain a Top Secret security clearance.
Statement of Employment & Financial Interest required prior to appointment.
Qualifications

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience developing public outreach strategies and materials as it relates US counter-terrorism policy.
Experience advising senior leadership on public affairs activities related to U.S. foreign policy.
Experience monitoring U.S. foreign policy developments from a variety of media sources and analyzing the information to identify relevant issues.
There is no substitute of education for specialized experience for the GS-15 position.
