Summary

This position is located in the Bureau of Counterterrorism and Countering Violent Extremism (CT), U.S. Department of State. The primary purpose of the position is to apply the principles and methods of public affairs and public diplomacy to inform and persuade various stakeholders, ranging from Members of Congress to persons or groups in foreign countries affected by U.S. counterterrorism policy and programs, to support the U.S. government in its counterterrorism efforts.

Duties

Help
  • Serves as an adviser to the Coordinator in the strategic planning of the bureau’s general public affairs and public diplomacy activities and press operations, including social media, public speaking events, and press engagements.
  • Drafts speeches and Congressional testimony for the Coordinator and other senior CT personnel.
  • Develops and applies new approaches in planning, integrating and evaluating the overall public affairs program for the agency’s functional program as it relates to counterterrorism.
  • Prepares public outreach materials, including speeches, fact sheets, press guidance, and blogs.
  • Conducts reviews of major newspapers, monitoring wire service stories and sensitive cable traffic.

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must  demonstrate the following:

  • Experience developing public outreach strategies and materials as it relates US counter-terrorism policy.
  • Experience advising senior leadership on public affairs activities related to U.S. foreign policy.
  • Experience monitoring U.S. foreign policy developments from a variety of media sources and analyzing the information to identify relevant issues.

There is no substitute of education for specialized experience for the GS-15 position.

  1. Knowledge of the media environment as well as the principles and techniques of journalism.
  2. Knowledge and skill in strategic planning processes and project management.
  3. Knowledge of the theories and principles of counter-terrorism.
  4. Ability to communicate in writing.
  5. Knowledge of public affairs and communication methods.
  6. Ability to respond to media / public inquiries

Qualified candidates are assigned a score between 70 and 100.  Agency Career Transition Assistance Program (CTAP) or Interagency Career Transition Assistance Program (ICTAP) candidates must be rated "Well Qualified" for the position and earn a score of at least 85 (when applicants are rated in a range of 70 to 100) to receive consideration for special priority.
