Summary

This position is located at the Gerald B.H Saratoga National Cemetery in Schuylerville, NY. The primary purpose of this position is to aid the Cemetery Director in planning and administering the Cemetery Operations. The incumbent performs management analyst duties and serves as the principal staff assistant and advisor to the cemetery administrator in accomplishing a variety of administrative functions.

Duties

Help


Provide for the budgeting and financial management for the organization. This includes budget formulation, justification, and execution; financial management; and financial reporting. Provide advice to management and program personnel on budgetary and financial issues. Manage budget formulation and execution for a changing budget of administrative expenses involving different funding sources. Analyzes Federal budget calls, reviewing guidelines and instructions. Incumbent will brief managers of schedules and data requirement. The incumbent provides direct supervision to the administrative sections and exercises the full range of human resource responsibilities to include: Plans work to be accomplished by subordinates, sets and adjust short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Incumbent coordinates and participates in outreach activities that promote the cemetery and raise veteran's awareness of VA burial benefits.

Performs public outreach as needed.

Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm. May include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day and Veteran's Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work.

The full performance level of this position is GS-11. At the GS-7 and GS-09 level, you will perform similar duties but under closer supervision.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 05/06/2019.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-9 position you must have served 52 weeks at the GS-7 . For a GS-7 level you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your education/experience, as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 for a GS-11 position or GS-7 for a GS-9 or GS-5 position for a GS-7 position in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in personnel management and office administration; conducting the budgeting and financial management for an organization; providing advice and assistance to managers and staff personnel on processes and procedures; planning, managing, and directing, supervising, and/or leading others in administrative functions; assisting in staffing needs, recommending appropriate actions or suggesting alternatives; performing financial management work; managing procurement; tracking management of services and activities of work operations in a program or program support setting; preparing recurring and non-recurring statistical reports; and conducting studies to collect data OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have the following: (for GS-11 - 3 full years of progressively higher level graduate education leading to such a degree or Ph.D. or equivalent doctoral degree (LL.M., if related) which demonstrates the knowledge, skills, and abilities necessary to do the work of this position; for GS-9 - masters degree or higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. There is no education substitution for GS-7. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the graduate level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is performed in both an office setting and field setting with exposure to outside weather conditions. He/she may be required to occasional travel to various NCA conferences and other national cemeteries for training purposes. Public contact may be held away from the worksite for after hour meetings. Work is performed for the most part in a properly heated, lighted, and ventilated office setting with the common office sounds of typing, conversational voices, and ringing telephones. Assignments may require visits to the field and maintenance shop areas. Work involves a considerable amount of walking, bending, and stooping. Extensive and repeated periods of keyboard work are required at computer terminals. Occasional lifting may be required.
