The User-Experience Designer is responsible for the creation, implementation and management of intuitive taxpayer experiences, which are developed with an extensive understanding of User Experience and usability principles, business judgment and problem solving. You will maximize the potential of the human-computer interaction so the user can easily navigate and understand the computer's functionality.

WHAT IS THE ONLINE SERVICES DIVISION: The IRS Office of Online Services was established in 2011, and is dedicated to providing and improving online (web and mobile) self-service tools to taxpayers. OLS creates high value for both the IRS and the taxpayer by continuously improving the irs.gov website and giving taxpayers "selfservice" capabilities to obtain needed information and fulfill their tax obligations. The office combines online expertise, data analysis and business knowledge to conceptualize online tools and develop product roadmaps. OLS is responsible for developing handy applications such as IRS2GO (a smartphone application that lets taxpayers interact with the IRS using a mobile device) and Get Transcript (an irs.gov application that allows taxpayers to view a copy of their transcript online). Other applications include tools and calculators that help taxpayers understand and meet their tax obligations.
As a User Experience Designer you will:
Identify IRS website user audiences, assesses user requirements, needs and satisfaction levels.
Keep the interface in alignment with IRS requirements, while ensuring the existing platform and customers continue to be successful.
Direct the visual appearance of all new features and enhancements on the software application.
Guide execution of visual design stages from concept to completion.
Design elegant solutions to complex workflows.
Create user interface designs, prototypes and specifications across multiple platforms.
Develop and publish usability guidelines to provide developers with tools in the design process;and create, promote and support a corporate standard for usability excellence throughout Online Services.
Design and conduct usability tests at various stages of development process; analyzes results of tests and make recommendations to improve design and function.
Collaborate with product management to define and implement innovative solutions for the product direction, visuals and experience.
Initiate and spearhead major User Interface re-factorings for a more intuitive user-experience.
Act as the user-advocate during the development process, subjecting early-stage designs to usability testing or expert review, and offering implementation suggestions from a user-centered perspective.
Conceptualize original ideas that bring simplicity and user friendliness to complex design roadblocks.
Create wireframes, storyboards, user flows, process flows and site maps to effectively communicate interaction and design ideas.
Present and defend designs and key milestone deliverables to peers, managers and executive level stakeholders.
Establish and promote design guidelines, best practices and standards.

Qualifications
You must meet the following requirements by the closing date of this announcement.
GS-13 LEVEL: You must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience working with relevant existing and emerging usability engineering processes, procedures, and tools in order to identify user audiences, assess user requirements, needs and satisfaction levels and create user interface designs, prototypes and specifications across multiple platforms. Experience using analytical methods and procedures to research and give advice on new website service delivery and integration to achieve organizational goals, conduct studies of website use, and implement or recommend changes. Experience using analytical and evaluative methods and techniques to research emerging technologies and provide advice on the design, content creation, and development strategies for the Web, mobile devices, and other emerging media platforms. Experience working with Web application and development methods, requirements and procedures used government-wide and within the private sector. Experience using the plans, policies, functions, goals and procedures which are based on a mastery of the methods and approaches used in the planning, integration, implementation and evaluation of usability engineering and information program activities. Experience using and working with Web application programming languages, development software, and other innovative Web technologies to deliver Web functionality and leading-edge interactive experiences, including multimedia, modeling tools, images, animation, embedded videos, prototypes, and mock-ups. experience working with coding languages (such as Java, Perl, HTML, CSS, and XML/XSL), and knowledge of current design tools, such as Adobe Flash, Fireworks, Photoshop, and Dreamweaver. Experience communicating effectively both orally and in writing, including the ability to articulate findings, prepare reports and make recommendations to management.
