This position is located in the Oregon State Office, Division of Management Services, Branch of Human Resources. This position provides technical support in personnel action processing activities by preparing and processing a full range of personnel actions for employment; requesting and assembling all documents for actions prior to processing; making coding determinations regarding tenure, veterans preference, nature of action, legal authority; service computation dates, appointment limits, basic pay, etc.; resolving basic pay related questions and problems; establishing and maintaining official personnel files; and providing technical assistance regarding a variety of human resources matters.  May initiate background investigations for new employees, contractors, and volunteers ensuring all paperwork is complete and submitted properly to the proper agency (e.g., FBI or OPM).  May assist in the preparation of vacancy announcements; determining qualifications of applicants, and answering questions regarding general hiring procedures and requirements.

Physical demands:  The work is mostly sedentary and may require periods of standing.  Although special physical effort is not required, carrying light items such as files or pamphlets may be required occasionally. 

Work Environment:  The work is performed in an office setting and is adequately lighted, heated, and ventilated.

This position is for Recent Graduates who have completed a qualifying associates, bachelor's, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous 2 years.  Note: Certain veterans precluded from applying within the timeframe due to military service obligation have up to 6 years from completing their education to apply.

This is an excepted service, developmental experience appointment expected to last only 1 year under the BLM Pathways Recent Graduates Program.  The BLM will require the selected applicant to complete a Participant Agreement in which it shall document the anticipated start and end dates for this developmental appointment. 

The agency may non-competitively convert a Recent Graduate to a term or permanent appointment in the competitive service after completion of the 1 year development program.  To be eligible for conversion, a Recent Graduate must: Be a U.S. Citizen; receive a favorable recommendation by the supervisor; meet OPM qualifications for the position to which converted; meet any specific requirements as outlined in the Participant Agreement; and perform the job successfully.

Qualifications

GS-05:  1 year of specialized experience equivalent to at least the next lower grade (GS-04) -OR- 4 years of education above high school -OR- a combination of experience and education.

GS-06:  1 year of specialized experience equivalent to at least the next lower grade (GS-05) -OR- 6 months of graduate level education in which the education is directly related to the work of the position -OR- a combination of experience and education.  

GS-07:  1 year of specialized experience equivalent to at least the next lower grade (GS-06) -OR- 1 year of graduate level education in which the education is directly related to the work of the position -OR- a combination of experience and education.

To be eligible, an applicant must be a Recent Graduate who has obtained a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the previous 2 years or other applicable period.

Other applicable period may include:  Certain veterans precluded from applying within the timeframe described above due to a military service obligation, shall have a full 2-year period of eligibility upon his/her release or discharge from active duty. However, in no event, may the individual’s eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study.

Education Requirement:  You will need to clearly state in the resume your undergraduate and/or graduate degree(s) and submit your college transcripts, or a listing of your college courses that includes hours and grades.

Specialized Experience Requirements:  In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume.  To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-04 for GS-05 level, GS-05 for the GS-06 level, and GS-06 for the GS-07 level) of the position to be filled.   Examples: 

GS-05:  Experience answering inquiries, performing a variety of routine computerized queries using automated systems; under direct supervision of higher graded specialists - performing routine/recurring payroll actions, assist with processing background investigations, generating offer letters, and assisting with employee onboarding/offboarding.

GS-6:  Experience that provided the knowledge of and skill in applying a standardized body of human resources rules, procedures and operations sufficient to process the full range of personnel actions for General Schedule and Wage Grade positions including various types of appointments and separation actions covering permanent and temporary employment, promotion, within grade increases, etc.; coding and inputting data into the automated personnel system; resolving basic pay related questions and problems such as salaries, adjustments in pay, and payroll deductions.

GS-7:  Experience that provided the knowledge of and skill in applying an extensive body of human resources rules, procedures and operations sufficient to process a full range of personnel actions for employment, change and separation actions covering permanent and temporary employment; making coding determinations regarding tenure, veterans preference, nature of action, legal authority, service computation date, appointment limitations, basic pay and creditable service; and providing technical assistance regarding a variety of human resource matters; provide technical support in recruitment and placement activities such as developing vacancy announcements; screening applications for proper documentation; conducting qualifications analysis; adjudicating veterans preference determinations; advising selecting officials on hiring procedures and requirements;

The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. 

Government facilities are required to provide a smoke free environment for their employees.  Smoking will be permitted only in designated areas.

1. Knowledge of, and skill in applying recruitment and placement principles, merit promotion plan principles, delegated examining principles and procedures in order to develop vacancy announcements, assess applicants' qualifications and advise selecting officials on hiring procedures and requirements.

2. Knowledge of various hiring authorities and their technical requirements in order to answer questions regarding general hiring procedures and requirements.

3. Ability to prepare and process a full range of personnel actions using an automated personnel processing system.

4. Knowledge of federal laws, regulations and policies governing payroll administration in order to resolve pay related questions and problems such as salaries, adjustments in pay, and payroll deductions.

5. Knowledge of the electronic Official Personnel Folder (eOPF) system in order to establish and maintain the Official Personnel File for employees.
