Summary

The incumbent is the Chief of the Programs, Policies and HR Integration Division, within Human Capital Management (HCM) and is responsible for developing and administering programs and processes that involve the complete HR life cycle and for developing policies and procedures for all primary civilian HR disciplines that facilitate implementation of the OIG Human Capital Operating Plan, ensure OIG mission accomplishment, and ensure compliance with law and regulation.

Duties

Help
  • Directs staff and oversees the development of policies, processes, and systems for management and delivery of human resources services
  • Maintains continuing awareness of human resources law, regulation and policy; determines effect on OIG and HCM operations and policies and recommends methods to address new requirements and integrate them into current operations
  • Directs staff in developing HR policies for the OIG and working with other HCM staff in coordinating and implementing new or revised policies
  • Identifies best practices with potential applicability to the OIG and/or HCM and recommends or implements them as appropriate
  • Individually or through subordinate staff, provides expert advisory and consultative services to OIG leadership, managers and employees
  • Performs special projects often involving sensitive, complex or unprecedented issues or those of concern to OIG executive leadership or those that are priorities of DoD or the Office of Personnel Management (OPM)
  • Develops and analyzes information and data, documents findings and provides recommendations to the HCM director or OIG management
  • Works collaboratively with the other members of the HCM leadership team to produce a comprehensive, fully integrated human resources program; to recruit and manage a workforce that is aligned with the strategic mission of the Agency
  • Manages assigned staff; plans and assigns work, delegates responsibility, and establishes priorities
  • Evaluates performance and provides developmental opportunities for staff and identifies means of improving the efficiency and effectiveness of the office
  • Represents HCM in areas of responsibility or as assigned in working groups, task forces, or other venues within and outside the OIG
  • Develops and presents briefings, explains and defends complex issues and positions of HCM.
  • Develops a variety of written and statistical material and HCM communications directed to the highest levels of OIG and to outside agencies including DoD and OPM
  • Develops requirements for resources necessary for the division and manages assigned resources to ensure maximum utilization. Oversees work performed by third party or shared services providers and contractors as needed

Qualifications

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.

Specialized Experience: Applicants must have 52 weeks of specialized experience equivalent to the GS-13 that included work in human resources operations, policy, or service delivery, in one or more of the following functions: classification and compensation; recruitment and placement; performance management; policy and procedure development; or human resources information systems. The experience included work with management and employees and collaboration with other human resources staff.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of education for experience at this grade level.

Interagency Career Transition Assistance Program (ICTAP): Provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. Applicants must be well-qualified, which is defined as meeting all of the minimum qualification standards and eligibility requirements as well as possessing skills that clearly exceed the minimum qualification requirements for the position established by the Best Qualified category definition.

Other Position Requirements:

Position has been designated as Non-critical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.

The incumbent of this position is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with the DoD OIG. Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.

If you have not previously successfully completed a probationary period with the federal government in a similar position, you will be required to serve a two-year probationary period. You may be required to serve 1-Year Supervisory Probationary Period.

All qualifications and time-in-grade requirements must be met by the closing date of this announcement.

Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
