This position serves as the Branch Chief and as the senior NAL Technology Advisor with administrative and management responsibilities for policy making, planning, directing, and evaluating program technical requirements for NAL's data products and services.
Summary

Performs strategic planning and long-range projections/planning; establishes policies, programs, plans and budgets for the Division and Branch.
Assesses and develops technical operations and maintenance of capacity for NAL data products; reviews appropriate methods to modernize the information technology infrastructure.
Serves as a Contracting Officer's Representative (COR) for contracts related to the Knowledge Services Division's applications.
Provides technical and administrative supervision as a first level supervisor by making selections for positions, assigning duties, reviewing work, identifying training requirements, and preparing performance evaluations.
Works with internal and external stakeholders to conceptualize integrated and advanced information services and systems to support scientific discovery within the agricultural community.

Qualifications

Basic Requirements:
Education: A full 4-year course of study that meets all the requirements for a bachelor's degree with major study in Information Technology. or
Experience: Four years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of Information Technology; and an understanding of the standard methods, procedures, and techniques of research and analysis in Information Technology. Such experience must have been equivalent to that which would have been gained through a 4-year college curriculum. or
A combination of education and experience as described above.
AND
Specialized Experience: GS-14: At least one year of specialized experience equivalent to the GS-13 grade level in federal service that demonstrates the following: 1) Managing an IT program, which includes overseeing multiple IT projects; 2) Evaluating and managing the development of scientific software applications; 3) Administering contracts or overseeing/tracking activities and/or staff that are contracted to another organization; and 4) Developing and maintaining customer/stakeholder relationships to gather customer-driven product requirements and product satisfaction sentiment
