Duties

Help

As a Social Scientist, you will perform the following duties:

  • Assist in the execution of sociological, socioeconomic, or social-ecological studies applicable to a range of research topics, including human use of coastal and marine ecosystems, ecosystem service valuation, and community vulnerability.
  • Assist in the development of research studies to support the needs of coastal communities, coastal counties/municipalities, coral reef jurisdictions, and the National Marine Sanctuaries and National Estuarine Research Reserves.
  • Apply mathematical and statistical techniques to test the validity of sociological, psychological, or economic theories related to social systems, society, or human behavior.
  • Assist in developing and supporting technical approaches for the collection of primary data through social surveys.
  • Provide peer review of reports, manuscripts and grant proposals; develop and prioritize strategies for short and long-range planning including contracts and cooperative agreements and reviewing tasks and deliverables; and identify application of socioeconomic data for decision-making on coastal management issues.

These duties are described at the full performance level of the ZP-4; the ZP-3 is developmental leading to such performance.

This position requires a Public Trust Security Clearance.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-3 is equivalent to the GS-11/12.  

The ZP-4 is equivalent to the GS-13/14.  

* A three year probationary period may be required.

* Payment of relocation expenses is not authorized.

* This position is not in the bargaining unit.

College Transcript:  If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. Qualifications

BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:

To qualify for the 0101 series:

A. Degree: behavioral or social science; or related disciplines appropriate to the position.

OR

B. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

C. Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.


-AND-

SPECIALIZED EXPERIENCE: 

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.  Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. 

This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-3 or GS-11 level:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09 level in the Federal service. Specialized experience MUST include all of the following:

  • Applying social science techniques in developing data models (e.g., sociological, social ecological, geospatial etc.) and decision support tools for coastal management and water resource research;
  • Applying mathematical and statistical techniques to test validity of economic models;
  • Assisting in developing and supporting technical approaches for collection of data for social surveys; and
  • Assisting in developing methodologies for socioeconomic monitoring of programs.

OR

SUBSTITUTION OF EDUCATION: Master's or equivalent graduate degree.

OR

COMBINATION: 
A combination of education and experience as described above. NOTE: Only education in excess of one year is qualifying at this level.

To qualify at the ZP-4 or GS-13 level:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 level in the Federal service. Specialized experience MUST include all of the following:

  • Drafting and reviewing scientific documents, reports, manuscripts, and grant proposals;
  • Applying social science research approaches in the development of datasets, models, and decision support tools;
  • Applying mathematical and statistical techniques to test the validity of theory-driven models;
  • Developing and executing research projects to support coastal and marine management; and
  • Identifying opportunities for the application of research to decision-making on coastal management issues.

CTAP and ICTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100. How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

ALL GRADES:

  • Ability to apply social science research approaches in the development of datasets, models and decision tools for assessing research questions relative to coastal and marine resource management.
  • Ability to develop bio-economic, sociological or socio-ecological, or spatial statistical models.
  • Ability to develop and conduct research to resolve conceptual or statistical problems, and analyze relationships between variables.
  • Ability to manage datasets, compile and analyze data, present findings and results.
  • Skill in using data and appropriate statistical techniques to test hypotheses related to complex social issues based on theoretically driven models.
  • Support development of survey instruments for data collection, including tabular and spatial collections.

ZP-4 ONLY: 

  • Ability to perform peer reviews of scientific reports, manuscripts and grant proposals.
  • Ability to develop short and long-range planning.
  • Knowledge of contract administration and cooperative agreement practices.
  • Ability to identify uses of socioeconomic data for decision-making on coastal management issues.
