Duties

Help
  • Performs a variety of assignments selected to broaden skills and provide practical experience to prepare for progressively more complex assignments.
  • Performs duties in support of well-defined project management assignments to include , control, coordination and execution of portions of District projects and programs.
  • Provides specific services to less complex projects or works on portions of larger projects such as planning, scheduling, estimating, budgeting, change management and risk assessment.
  • Utilizes Primavera P3e software and established Project Delivery Business Processes (PDBP).
  • Executes assigned programs and their documentation requirements to ensure data/document management.
  • Uses basic knowledge of project and program controls and business processes in the execution of environmental, Interagency and International Services (IIS), construction, planning, real estate, operations, regulatory, and/or civil works projects.
  • Applies basic knowledge of established management concepts, principles, methods and practices.
  • Assists with the early development of individual project objectives, milestones, and budgets.

Qualifications

Who May Apply: To be eligible for consideration you must meet the definition of Recent Graduate as defined below:

Recent Graduate: a person who was awarded a degree by an institution of higher education not more than two years before the date of the appointment of the applicant. Exception: For a person who has completed a period of obligated service in a uniformed service of more than four years, the degree may be awarded by an institution of higher education not more than four years before the date of the appointment of the applicant.

In order to qualify, you must meet the education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant education and experience.

Basic Requirement for Operations Research 1515 : Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Basic Requirement for Mathematics 1520: Degree: Bachelor's degree (or higher degree) in mathematics; or a degree with the equivalent of a major that included at least 24 semester hours in mathematics. The total course work must have included differential and integral calculus and, in addition, four advanced mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.

Basic Requirement for Mathematical Statistician 1529: Degree: Bachelor's degree (or higher degree) that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.

Basic Requirement for Statistician 1530: Degree: Bachelor's degree (or higher degree) that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc.

Basic Requirement for Computer Science 1550: Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience:
One year of specialized experience which includes Basic knowledge of Programs and Project management principles, and scheduling concepts, to include Critical Path Method. Foundational understanding of Primavera or other enterprise scheduling software, accounting systems/principles and data report writing tools. Ability to communicate scheduling concepts and basic project data report development.This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

OR

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Operations Researcher, Mathematician, Mathematics Statistician, Statistician, Computer Science

OR

Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR
(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.



Specialized Experience: One year of specialized experience which includes Knowledge of Programs and Project management principles, and the project delivery business process. To include working in conjunction with teams for the development of multiyear project schedules from initiation to completion. Knowledge and ability to troubleshoot scheduling errors within enterprise systems and make recommendations in order to mitigate project schedule risk. Ability to analyze project data to discover trends and communicate to Project Manager and leadership any findings. Basic knowledge of budgeting process and the project life cycle. Sought opportunities to automate and consistently deliver project data to team members. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Operations Researcher, Mathematician, Mathematics Statistician, Statistician, Computer Science.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
