The Office of Government Ethics is seeking a motivated and highly-qualified candidate for an exciting full-time permanent position in the General Counsel and Legal Policy Division (GCLPD). The GCLPD is responsible for establishing and maintaining a uniform legal framework of Government ethics for the Executive Branch. You may be tasked in areas related to: developing executive branch ethics program policies and regulations; interpreting conflicts of interest laws and ethics regulations; assisting agencies in legal and policy implementations; and recommending changes to the conflicts of interest and ethics statutes.

The following are the duties of this position at the GS-15. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Assisting other attorneys, the General Counsel, and the OGE Director through research and writing as well as advising agency ethics officials and ethics counselors throughout the executive branch on a wide variety of topics of interest to the ethics community;
- Preparing memoranda on policy and advisory opinions on ethics related matters including matters relating to the criminal conflicts of interest laws at 18 U.S.C. §§ 202-209 and the Standards of Conduct for Employees of the Executive Branch at 5 C.F.R. part 2635;
- Reviewing financial disclosure reports, identifying potential conflicts of interest, and proposing resolution of conflicts for Presidentially appointed, Senate confirmed nominees;
- Drafting legislation and regulations and;
- Researching legal issues that are often factually complex; drafting written letters, memoranda, and other legal documents based on prior legal research.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Qualifications

Applicants must meet all qualification requirements, including the following, by the closing date:
1. Be a graduate of a law school accredited by the American Bar Association at the time of graduation; AND
2. Be a current member of a bar with a valid license to practice law in a state or territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

In addition, applicants must meet the following specialized experience requirement:

Specialized experience for the GS-15: You must have a minimum of 4 1/2 years of experience practicing as a licensed attorney. The experience must include 3 years of experience related to federal government ethics.

Specialized experience for the GS-14: You must have a minimum of 3 years of experience practicing as a licensed attorney. The experience must include 2 years of experience related to federal government ethics.

Specialized experience for the GS-13: You must have a minimum of 2 years of experience practicing as a licensed attorney. The experience must include 1 year of experience related to federal government ethics.

CONDITIONS OF EMPLOYMENT:
- A one year trial period may be required.
