The Chief Consultant for Change Management is located in the Veterans Health Administration in the Department of Veterans Affairs and supports the Office of Electronic Health Record Modernization, Chief Medical Office (CMO). The Chief Consultant will oversee the daily operations alongside and in support of the Deputy CMO. Together, the Deputy CMO and Chief Consultant will have oversight of change management strategies, and execution as well as change management training and stakeholder engagement activities in a clinical environment.
The incumbent advises and supports the Deputy CMO in the development of strategic and long-range planning for organizational change management as well as expansion planning. These duties include addressing change management strategic activities and ensuring national strategy is adapted to fit regional needs at the VISN and VA Medical Center level. As a member of the OEHRM and CMO senior leadership teams this position ensures the development, implementation and evaluation of policies, procedures, programs and services consistent with the organization's vision, and active participation in a leadership role by collaborating with the organization's executive management in designing and providing quality patient care and services.
The focus of the position involves leadership of the transformation vision, stakeholder engagement, change impact and organizational readiness ensuring training aligned with regional and local needs is provided. The incumbent is closely involved with collaboration activities and oversees efforts with VISN and VA Medical Centers change leaders and coordinators such as implementation planning to adapt national strategy to fit regional needs. The incumbent ensures that the people most affected by the change are prepared and engaged for successful adoption and sustainability and serves in a key leadership role to drive adoption across the VA enterprise.

The VA structures it SES positions into three pay bands. This is a Pay Band 3 position, salary is capped at $176,900 per annum. Exception to the cap may be made in certain circumstances.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/19/2019.

In order to qualify for this position you must meet the following:

  • Master's Degree or higher in a behavioral, social science or healthcare related discipline.
DEMONSTRATED LEADERSHIP EXPERIENCE:

Applicants must possess extensive leadership experience in the health care arena sufficient to qualify for the equivalent of a senior executive equivalent position within the Federal service. In addition, the incumbent is broadly acquainted with clinical treatment modalities, administrative and clinical support systems and is knowledgeable about multifaceted health care delivery systems.

In addition to basic requirements, the following technical and executive core qualifications are required for this position. Typically, these qualifications would be gained through education, experience and training which reflect progressive development and achievement in responsible management/executive level assignments in health care at a national or Network level, equivalent positions in a hospital/network/regional office or allied medical care facility, or executive positions in an academic institution. An individual's total experience and education must demonstrate the ability to perform the duties of the position. If you are currently a federal employee, this type of experience is typically found at positions at the GS-15 level and above.

BUILDING COALITIONS: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Applicants may demonstrate that they have external contacts as well as internal interactions.
B. TECHNICAL QUALIFICATIONS (TQ): .
  • Expert-level knowledge of current concepts in health care such as communicating and providing guidance on national level health care policy to internal and external stakeholders, defining and evaluating new policy recommendations that directly impact health care provided to patients, overseeing senior leadership responsible for oversight of national health care facilities, analyzing information and data to identify improvement opportunities to reduce barriers to health care service, and developing treatment standards to monitor the quality of health care on a national level.
Physical Requirements: Most of the work performance is at a desk, in an office setting. The incumbent occasionally carries books and papers to and from meetings and conferences.
