Help

As a Supervisory Financial Management Specialist, you will:

  • Provide professional management advice and   assistance on the use of resources in terms of manpower and dollars and the application of Federal regulations governing appropriations, preparation and execution of budgets, official travel, and cash management of federal financial aid programs.
  • Serve as liaison with program directors, furnishing information, and ensuring implementation of Department of Transportation, Maritime Administration, and Academy program policies and operational requirements; promoting understanding and acceptance of financial management, management analysis and contracting concepts, techniques and practices; and investigating and resolving crucial problems of a policy or regulatory nature.
  • Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  • Develop resource execution forecasting models, tools, and strategies for use in the planning, programming, and budgeting process. Analyzes variances from performance goals and makes recommendations for improvements.
  • Analyze multiple-year financial management execution trends and develops predictive factors. Reviews and prepares interagency agreement documentation as required to effectuate efficient Academy relations with supporting agencies.

The ideal candidate will have demonstrated experience in directing or leading a diverse staff of government accountants, budget and management analysts overseeing the Academy's day-to-day financial operations including budgeting, account reconciliation, financial reporting, collections, travel operations, and financial aid administration.  This experience will be used to set performance standards, assign work, evaluate work products, and assess employee performance in the Office of Academy Financial Management of the U.S. Merchant Marine Academy. This work supports the day-to-day operations of the Academy, including academics, athletics, waterfront activities, and regimental life and will have a direct impact on the Academy's mission of producing exemplary leaders.

The mission of the United States Merchant Marine Academy is to educate and graduate leaders of exemplary character who are inspired to serve the national security, marine transportation, and economic needs of the United States as licensed Merchant Marine Officers and commissioned officers in the Armed Forces

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.

  • TIME-IN-GRADE: - Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • BACKGROUND INVESTIGATION: You will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.

Qualifications

To meet the minimum qualifications for this position, you must meet the experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Supervising, directing, or leading a team of accounts, budget and management analysts in meeting organizational goals and objectives.
  • Researching, analyzing, and applying accounting, budgeting, and financial policies, regulations and guidelines in support of financial management objectives.
  • Performing research, analysis, and interpretation of date in a variety of financial databases to make recommendations/perform corrective actions.
  • Providing advice, guidance and assistant to personnel on procedures or processes related to financial program management and business requirements.
  • Developing, preparing, assembling charts, financial management reports, briefs, narratives, statistical material, monthly key success factors, instructions, and Standard Operating Procedures (SOP's).
  • Coordinating and facilitating management internal control reviews and audits involving financial management.
  • Examining, verifying, validating, and reconciling fiscal accounts in financial system.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
