4- Security Clearance: This position has been designated National Security Level IV, Special Sensitive and requires the incumbent to obtain and maintain eligibility for a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) access. Applicant must meet and continue to adhere to the requirements of a Tier 5 level background investigation. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the Tier 5 level background investigation, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures. 

The program activities of the Policy Division of the Financial Crimes Enforcement Network are to assist in the protection of the U.S. financial system from abuse by criminals and terrorists through administration of the regulatory regime of the Bank Secrecy Act. The regulatory programs are developed, interpreted, and implemented in a manner consistent with pertinent legislation, regulations, national strategies, and FinCEN strategic objectives.  The Deputy Associate Director serves as partner to the Associate Director, Policy Division in conducting the full range of development and administration of programs to implement regulatory and strategic policy. The Deputy Associate Director acts in the absence of the Associate Director.

As a Deputy Associate Director, you will:

  • Share the duties, responsibilities and authorities with the Associate Director in directing all phases of the Policy Division's program and work performed by subordinate supervisory and non-supervisory positions;

  • Provide leadership through subordinate Office Directors and other staff reporting directly to the Deputy, oversees efforts to protect our financial system through provides guidance to the staff in undertaking regulatory policy core functions;

  • Support development of strong international regulatory standards;

  • Collaborate with senior officials of the federal financial regulatory community, the federal law enforcement agencies, the private financial sector, and the Financial Crimes Enforcement Network, to define the bureau's goals and strategies consistent with its mission and strategic plan. Propose, respond to, and implement regulatory provisions of the' Bank Secrecy Act;

  • Identify areas where revisions and/or improvements to regulatory rules, policies, interpretations, guidance, etc. are necessary within an individual industry or affecting the financial services community as a whole, and overseeing the drafting and issuance of such items; and the need for providing regulation of organizations not currently subject to the reporting requirements under the Banks Secrecy Act and amendments to it.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal serviceSpecialized experience for this position is defined as directing, planning, or leading efforts or programs concerning the interpretation, implementation, or the administration of the Bank Secrecy Act, Bank Secrecy Act regulations, or other laws or regulations related to financial crimes.

Examples of qualifying experience include:

  • Leading or assisting in the development internal policies or procedures related to compliance with the Bank Secrecy Act; or
  • Leading or assisting in conducting or defending exams, investigations or actions involving the Bank Secrecy Act or other financial crimes, such as money laundering or terrorist financing; or
  • Leading or assisting in developing or defending regulations under the Administrative Procedure Act; or
  • Leading or assisting in developing or implementing programs, policies or strategies that have a nationwide impact.

CONDITIONS OF EMPLOYMENT
- A one year supervisory or managerial probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
