Duties

Help

  • Independently plans, directs, controls all aspects of management advisories designed to evaluate management practices and identify and recommend business process improvements. Develop plans, identify data sources, coordinate access to data, perform highly-complex analysis of data, identify issues, and assess risk and significance to House systems/operations.
  • Oversees and produces work products, including work papers, briefings, reports, MAS standard operating procedures, testimony, evaluations, and OIG administrative documents. Identifies and approves tools. Reviews methodology for using tools to increase efficiency, effectiveness, and outcomes of advisories.
  • Leads and conducts briefings, and entrance/exit conferences.
  • Ensures MAS performs work in compliance with Government Accountability Office Government Accounting Standards and OIG Policies and Procedures.
  • Advises management on meeting its objectives using a risk-based approach. Assesses risk and significance to House systems/operations of issues identified in advisories. Keeps OIG senior management, House senior-level management, and the Committee on House Administration informed of risks and observations, and necessity and urgency for corrective actions. Addresses and resolves conflicts with House senior management.
  • Develops and proposes MAS risk-based annual advisory work plan.
  • Stays apprised of current techniques, issues, and trends relevant to the work plan and general technologies. Serves as a subject matter expert for MAS in multiple technology and advisory areas.
  • Contributes to improving MAS and the OIG by: identifying and implementing new/improved processes, techniques, and tools; proposing and approving process changes needed for implementation; facilitating sharing of knowledge; providing intra-office assistance.
  • Manages MAS contractor budget and performance.
  • Leads and manages special projects; other tasks as assigned.
Leadership and Management:
  • Manages staff and financial resources to meet OIG and MAS objectives. Provides clear guidance and direction to staff on assignments, advisory processes, execution, and development.
  • Manages staff performance: recognizes/rewards staff contributions, addresses performance issues, and prepares staff evaluations.
  • Supports staff development: collaborates with staff on training plans; reviews/approves training requests; proposes division-wide plans for staff development.
  • Identifies qualified successors; leads recruitment of new staff.

Qualifications

An undergraduate degree and 24 semester hours of accounting (may include up to 6 semester hours in business law) is required. Additionally, must have either: (i) an applicable graduate degree and certification or (ii) undergraduate degree and two certifications. (Qualifying certifications include: CPA, CIA, CFE, CISA, CISSP, PMP, CGAP, CGFM, MCSE, Lean Six Sigma Black Belt, ASQ Certified Quality Engineer, ASQ Auditor and Manager of Quality and Organizational Excellence.)

Experience in and knowledge of reviewing/auditing internal controls, management techniques, business process improvement methodologies, and supporting system development life cycle activities.

Must have skill in: (i) establishing and maintaining effective working relationships with high ranking officials and (ii) effective oral and written communications.

The Office of Inspector General, U.S. House of Representatives, participates in the following Federal benefits programs shown on the OPM websites below: Leave Accumulation - Prior federal service and work experience in a related field are considered when calculating an employee's rate of leave accumulation. (The Inspector General has the discretion to grant credit to new employees, for leave accrual purposes, for prior related non-federal work experience). All employees accumulate 12 days of sick leave per year regardless of length of prior federal or non-federal service. Annual Leave is calculated as follows:
  • Less than 3 years of service/experience = 12 days annual leave per year.
  • Between 3 years and 6 years of service/experience = 18 days annual leave per year.
  • 6 or more years of service/experience = 24 days annual leave per year.
Federal Retirement - The U.S. House of Representatives has four federal retirement plans, Civil Service Retirement System, Federal Employee Retirement System, Federal Employee Retirement System-Revised Annuity Employees, or Federal Employee Retirement System-Further Revised Annuity Employees.

Student Loan Repayment Program - Employees can be reimbursed for up to $10,000 per year (with a maximum of $60,000 in total) for federally backed student loans.
