This position is designated as a “Primary Position” pursuant to 5 CFR 842.802. Primary duties mean those duties of a position that: (a) Are paramount in influence or weight; that is, constitute the basic reasons for the existence of the position; (b) Occupy a substantial portion of the individual's working time over a typical work cycle; and (c) Are assigned on a regular and recurring basis.

Persons serving in this position are covered for purposes of law enforcement retirement by 5 USC 8336 (c).

As the Assistant Special Agent in Charge (ASAC) for the Atlanta Field Office, you will:

  • Plan, conduct and manage criminal, civil, administrative, and other types of investigations.
  • Assist the SAC in providing quality control assurance that work products meet professional and policy standards. Analyze case file documentation to ensure completeness and adherence to OI guidelines.
  • Provide expert technical advice, guidance and recommendations to other subordinate agents during the investigation and subsequent prosecution of investigations, or concerning assigned programs or projects.
  • Conduct specialized investigations of high complexity, responsibility and sensitivity, requiring tact, extensive experience, and leadership. These investigations may extend over protracted periods of time and may be highly controversial, unconventional, and may involve complex schemes to defraud the government.
  • Ensure that the organization’s strategic plan, mission, vision and values are communicated to the team and integrated into the team’s strategies, goals, objectives, work plans and work products and services.

Criminal Investigators - Special Provisions

Medical Requirements: You must be found to be physically fit by an authorized government physician to perform strenuous and physically demanding duties.

Age Requirements: You must be at least 21 years of age and not older than 36 at the time of appointment. In accordance with PL 100-238, this position is covered under law enforcement retirements provisions; therefore, you must be appointed before reaching your 37th birthday unless you presently serve or have previously served in a Federal civilian law enforcement retirement-covered position.

Basic Agent Training Requirements: You must successfully complete and pass the required Basic Agent Training Program. Failure to pass the training program will result in separation from EPA.

Law Enforcement Training: You must successfully complete the 9-week Federal Law Enforcement Training Center's Basic Criminal Investigator training program or an equivalent course of instruction from another federal law enforcement agency (FBI, or DEA basic).

You must meet qualifications to carry a firearm. Lautenberg Notice: Title 18 USC, Section 911 (g), automatically disqualifies anyone who has been convicted of a misdemeanor crime of domestic violence from being appointed to this position. You must not have been convicted of a felony crime.

Work Schedule: The hours are long and irregular. You must be available at all times, to include holidays. You may also be sent on extended temporary duty station assignments away from your assigned office. You may be reassigned to different duty locations throughout the U.S. based on the needs of the Agency.

You must have a valid driver's license and be able to operate a Government-owned or leased motor vehicle.

If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter.

You will be required to obtain and maintain a top-secret security clearance.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

Qualifications

You do not need a degree to qualify for this position.

To qualify for the GS-14 level, you need to have at least one year of full time experience equivalent to the GS-13 level defined as experience: conducting complex investigations involving special investigative techniques and preparing written legal/investigative documents as appropriate; planning, organizing, and leading the activities of a criminal investigative team (specifically in the areas of financial fraud (i.e., contract and grant fraud). To be consider qualified, your resume must clearly demonstrate, through examples of work, that you meet the specialized experience.

Your answers to the on-line assessment will be used to evaluate your knowledge, skill, and abilities (KSAs) in the following areas:  

  1. Knowledge of criminal investigative techniques, rules of criminal procedures, laws, and precedent court decisions concerning the admissibility of evidence, constitutional rights, search and seizure, and related issues in the conduct of criminal investigations sufficient to plan, conduct and manage criminal, civil, administrative, and other types of investigations.
  2. Ability to communicate with multidisciplinary staff to provide technical guidance and make recommendations to resolve sensitive and/or controversial investigative issues. 
  3. Ability to conduct reviews of investigative operations for accuracy and conformance with investigative requirements and prepare written reports of findings.
  4. Ability to plan, organize, and lead the activities of a criminal investigative team, ensuring that the advice and assistance provided complies with legal and regulatory requirements and meets customer needs

You do not need to provide a separate response to the KSAs. However, your resume must clearly demonstrate, through examples of work, that you meet the above KSAs.

Additional information

If you are selected, travel, transportation, and relocation expenses will not be paid by EPA. Any travel, transportation, and relocation expenses associated with reporting to work in this position will be your responsibility.
