Summary

The Executive Director, Demand Management Division (ED/DMD) is a full time position that reports to the Associate Deputy Assistant Secretary, for Enterprise Program Management Office (EPMO), Office of Information and Technology. The ED/DMD is responsible for planning, demand and capacity, intake and analysis, enterprise cloud services, governance boards, metrics, policy, planning and oversight of Department-wide IT development and support; and a budget of approximately $135,250,000.

Duties

Help

The Executive Director for Demand Management Division directly reports to the Associate Deputy Assistant Secretary, Enterprise Program Management Office, Office of Information and Technology and is responsible for formulating, establishing and maintaining a national integrated system of management records, monitoring and overseeing national programs to ensure adherence to policy regulations and providing appropriate action in the event of discrepancies, and conveying strategic and project communications both internally and externally to EMPO. The Executive Director, DMD will oversee demand and capacity. The responsibilities include, but are not limited to:

Ensures the successful collaboration between VA business units and OIT developers by managing the intake, tracking, and prioritization of resources across VA.

Oversees the business improvement process including enterprise architectural and oversight of special projects. This process begins with strategic business planning, engineering and architectural analyses, information technology planning, security planning, IT capabilities planning, intake and analysis, governance boards support, metrics and tools planning.

Formulating, establishing and maintaining a national integrated system of management records, monitoring and overseeing national programs to ensure adherence to policy regulations and providing appropriate action in the event of discrepancies, and conveying strategic and project communications both internally and externally to EPMO.

Envision and specify long term strategies and plans for the continuing evolution of information technology and associated services, which play a critical role in the VA's mission.

Participating in network and systems design to ensure implementation of appropriate systems security policies; assesses security events to determine impact, implements relevant corrective actions in enterprise applications, and ensures rigorous application of information security/information assurance policies, principles, and practices in delivery of all enterprise applications.

Qualifications

To meet the minimum qualifications, applicant must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TECHNICAL QUALIFICATION (TQ)s: In addition, all applicants must submit a written narrative response to the following TQ(s). Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc. It is recommended that you draft your TQ(s) in a word document and then upload into the system.

TQ1: Demonstrated experience defining, integrating, implementing, and maintaining multiple concurrent information technology (IT) products in a large, complex geographically dispersed environment, placing integration work products under appropriate levels of control.

TQ2: Demonstrated substantial experience formulating policies, goals, objectives and operational strategies, integration sequence and processes to include evaluating adherence to integration processes and decision making for Information Technology programs. Ability to describe risk management procedures including how to handle integration and implementation of vendor provided products versus products developed internally.
