Assistant to the Assistant Inspector General for Audits and Inspection (AIG- A&I) concerning all SIGAR audit and inspection matters.
Assists in the planning, execution, management, and completion of audits and inspections and oversees the development and issuance of reports and other products documenting the audit and inspection results.
Coordinates and consults with AIG-A&I to identify, prioritize, and staff audits, inspections, and other Audit and Inspection (A&I) projects.
Oversee the development of A&I plans and schedules; primarily reviewing and approving assigned audit and inspection products prior to submission to the AIG-A&I for review and approval.
Addresses comments from SIGAR leadership and ensures responses from officials of the audited entities are addressed.
Issues final reports to the audited agencies and other federal government officials.
Manage and provide direction to senior audit managers, senior program managers, and teams conducting audits and inspections.
Ensure projects adhere to expected timeframes and comply with the Generally Accepted Government Auditing Standards, Quality Standards for Inspection and Evaluation, and SIGAR's policies, procedures, and templates.
Assists in developing the annual audit and inspections work plan and updating it throughout the year to reflect changing priorities and issues affecting the U.S. reconstruction effort in Afghanistan.
Provides performance feedback to senior audit managers and other staff and recommends training and other professional development opportunities; assists with recruitment and retention efforts to include appointment, assignment and promotion of A&I personnel.
Builds and maintains working relationships with counterparts in other SIGAR directorates or offices, Department of Defense officials, Department of State, U.S. Agency for International Development, and other relevant agencies; represents SIGAR with congressional staff and agency officials regarding SIGAR's proposed, ongoing, and completed audits and inspections.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Able to obtain and maintain a Top Secret security clearance. Subject to random drug testing.
May be required to submit an Executive Branch Confidential Financial Disclosure Report.
Must complete a Form SF 312, Classified Information Nondisclosure Agreement.

Qualifications
This is a temporary NTE 13 Month position. Management has the discretion to extend the temporary assignment.

Specialized experience is defined as: developing annual audits and inspection work plans, determining audit and inspection project schedules and resource requirements, and monitoring the progress of these projects; identifying opportunities for improving the effectiveness of the directorate's operations; performing quality assurance; experience with the Generally Accepted Government Auditing Standards and the Quality Standards for Inspection and Evaluation.
You will be evaluated on the basis of your level of competency in the following areas:
Mastery of the Comptroller General's Generally Accepted and Government Auditing Standards and Council of Inspectors General on Integrity and Efficiency Quality Standards for Inspection and Evaluation.
Expertise in planning, performing, directing, and managing audits and/or inspections, and reporting on the results.
Experience working in and managing staff with a federal Office of Inspector General and/or the Government Accountability Office.
Comprehensive understanding of the organization and operations of an Office of Inspector General, including interrelationship between audit, inspection, investigation and other oversight functions.
Experience conducting oversight of programs and efforts funded by the Department of Defense, Department of State, and U.S. Agency for International Development, including programs implemented by international organizations.
Knowledge of the U.S. reconstruction effort in Afghanistan, including objectives and focus of the effort, primary agencies involved, and prior oversight work.
Ability to adequately supervisor and direct audit and inspection staff in the conduct of an audit or inspection.
Ability to communicate clearly in writing and verbally to both technical and non-technical audiences.
Education
