As a Content Strategist at the GS-0301-11/12 with a full performance level of GS-12, you will be part of the Human Resources Solutions (HRS) Federal Staffing Center's (FSC) USAJOBS Program Management Office, Office of Personnel Management.
If selected, you will assess web content opportunities and recommend content strategies that meet customer goals and deliver excellent user experience; lead web content development from concept through production and delivery; and ensure the quality of web content deliverables. Some of your typical work assignments may include:
Provide content leadership on interactive projects: from initial concepts to wireframes, briefs, content decks, editorial calendars, style guides, and ongoing content curation.
Collaborate with internal teams to define and develop creative web content vision and strategies.
Analyze content opportunities and recommend strategies, interactions or approaches that define web content requirements.
Lead the creation of information architecture deliverables that include developing a website content and domain model to ensure a seamless, unified user experience across all USAJOBS or similar human resource systems products.
Manage client expectations throughout a project lifecycle to ensure consistency and quality in creative web content deliverables.
Identify the appropriate tools and web content delivery systems to disseminate content.
Your duties will be the same for the GS-11 grade level with more supervisory review until the full performance level of GS-12 is achieved.

Qualifications
To qualify for this position at the grade GS-11, you must meet at least one requirement below:
A. Education: Ph.D. or equivalent doctoral degree or completed at least three full academic years of progressively higher level graduate education leading to a Ph.D. or LL.M. if related, or equivalent doctoral degree in computer science or a related field that includes programming, database management, mathematics, Web design and networking, or a directly related field of study which demonstrates the knowledge, skills, and abilities required by this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be determined from the school, 18 semester hours should be considered as equivalent to 1 year of full-time study.

B. Specialized Experience: Have at least one full-time year (12-months) of specialized content strategy work experience at or equivalent to the GS-9 grade level in the Federal service (obtained in either public or private sectors). Examples of qualifying experience are as follows:
Planning, developing, and managing web content.
Conducting web content audits, content mapping, and gap analyses.
Defining requirements, identifying user needs and analyzing web content issues.
Gathering key business and user insights to create meaningful web content.
Creating meaningful content that reflects an organization's goals and user's needs through conducting market research, user research or analyzing web metrics.
Using technical integration of content, web traffic, and user experience design (UX/UI) techniques and methodologies to ensure the quality of web content deliverables.

C. Combination of Education and Experience: You may qualify for this position if you have a combination of the education described in "A" above and specialized experience described in "B" above such that the percentage of required experience plus the percentage of required education equals 100%. (To calculate, first determine your total number of graduate semester hours, and divide that number by 18. Next, divide the total number of months of qualifying experience by 12. Then, add your percentage of education and experience. The two percentages must total at least 100% for you to qualify based on your combination of education and experience.) Only graduate education in excess of two years (i.e., 36 semester hours or above the Master's level) may be combined with experience.
To qualify for this position at the grade GS-12, you must have at least one full year (12 months) of specialized content strategy work experience equivalent in difficulty and complexity to the GS-11 grade level or pay band in the Federal service. Specialized experience is defined as experience in or directly related to the work of the position to be filled. Examples of qualifying experience are as follows:
Overseeing web content requirements and creating content strategy deliverables across a project lifecycle.
Conducting web content audits, content mapping, and gap analyses.
Writing marketing copy and creating copy that translates client offerings or objectives into consumer benefits.
Creating meaningful content that reflects an organization's goals and user's needs through conducting market research, user research or analyzing web metrics.
Using HTML and web publishing to create online experiences, websites, apps, microsites, and advertising.
Using technical integration of content, web traffic, and user experience design (UX/UI) techniques and methodologies to ensure the quality of web content deliverables.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.
