Summary

The mission of the CDFI Fund is to promote access to capital and enable locally based organizations to further economic growth and community development in urban and rural low-income communities across the nation. The Senior Financial Analyst (Origination Lead) will provide senior level expertise to the CDFI Bond Guarantee (BG) Program’s origination unit in all phases of program application intake and review.

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Working to develop policy and procedures for the BG Program. The incumbent will work to improve the effectiveness and efficiency of this program and improve the overall quality of financial services delivered by the Community Development Financial Institution (CDFI) Fund;
  • Coordinating, facilitating, and leading training outreach sessions to educate CDFIs on eligibility, usage, and requirements of the Bond Guarantee Program;
  • Conducting a thorough review and analysis of an entity to determine its financial feasibility of activating and deploying new capital in low-income and/or rural communities.;
  • Analyzing financial statements, operating and project reports, cost data, pricing methods, management practices, capital and reserves, credit condition, and other related elements to determine the financial soundness of a CDFI in conjunction with proposed uses of funds submitted through a Capital Distribution Plan.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

  • Conducting an evaluation of the financial, managerial, compliance or operational policies of Community Development Financial Institutions (CDFIs); OR
  • Credit underwriting of non-profit and for-profit community development entities.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-13, you must have been at the GS-12 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
