Summary

The incumbent of this position serves as a Compliance and Certification Officer. The purpose of the position is to ensure that applicants, awardees and allocates are eligible for certification as a Community Development Fund Institution (CDFI) or Community Development Entity (CDE), and comply with all CDFI Fund certification and award requirements, agreements, laws, regulations and Department of Treasury policies. The position reports to the Program Manager.

As a Certification and Compliance Officer , you will:

  • Provide outreach, advice and technical assistance to actual and potential Community Development Fund Institutions (CDFIs) or Community Development Entities (CDEs), to encourage participation in CDFI Fund programs and the completion of the certification process;

  • Research and apply guidelines, procedures and regulations related to program eligibility and compliance monitoring;

  • Perform award eligibility reviews and provide funding concurrence and/or recommendations to enable closings and disbursements of awards/allocations;
  • Participate in studies, projects and special assignments designed to improve the CDFI Fund programs and operations;

  • Provide guidance, peer review and cross-training to less experienced employees.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:

  • Evaluating the condition of banks, credit unions, loan or venture capital funds, ideally focused on institutions with a community development mission; AND
  • Interpreting financial statements of Community Development Financial Institutions, Community Development Entities, and nonprofit organizations with a community development mission; AND
  • Documenting official files, ensuring that pre-award and post-award actions are recorded accurately; AND
  • Monitoring grants, loans or investments using data systems to evaluate performance and ensure compliance with federal laws, statutes, regulations and terms and conditions of federal awards.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency

- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.

- Obtain and use a Government-issued charge card for business-related travel, if necessary.
- File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on, if necessary.
- Undergo an income tax verification, if necessary.
