Summary

This position is located in the Institute of Food Production and Sustainability, Division of Animal Systems. The Division of Animal Systems is responsible for providing national leadership and support for research, education, and extension in animal systems and related services. The incumbent is responsible for administrative oversight, management and coordination of the nationally competitive Veterinary Medicine Loan Repayment Program.

Duties

Help
  • Provides program-specific oversight management support to help assure compliance with organizational policies and procedures.
  • Develops databases and information systems to track and monitor program-related activities.
  • Works with various Federal agencies, Land Grant Universities and public institutions, maintaining open lines of communication and plans of action for future partnerships.
  • Participates in conferences, workshops, project director meetings, or other official gatherings to promote, evaluate and explain the program's purpose and objectives.
  • Provides technical assistance and/or produces reports, statistical analyses and correspondence regarding assigned activities.

Qualifications

Applicants must meet all qualification and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Requirements
A) Applicants must possess a degree in the biological sciences, agriculture, natural resources management, chemistry, or related disciplines appropriate to the position; OR
B) Applicants must have a combination of education and experience which included courses equivalent to a major as shown in A above, plus appropriate experience or additional education.

Minimum Qualifications
In addition to the basic requirements described above, applicants must have one year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience is defined as: experience participating in the management of programs in the areas of agriculture and animal health; making presentations to the scientific community; and preparing written reports or correspondence.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated for this job based on how well you meet the qualifications above.

Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures and USDA policy using category rating. Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified. Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities.

  • Knowledge of biological and/or agricultural sciences as they relate to veterinary medicine, animal health and agro-security
  • Skill in developing and managing databases
  • Skill in interacting and collaborating with diverse audiences
  • Ability to present ideas and ideas and information orally and in writing
