This position is located in the Department of Homeland Security (DHS), Office of the Chief Information Officer (OCIO), Department of Homeland Security (DHS).

The primary purpose of this position is to serve as the Deputy Chief of Staff (DCOS) and supports OCIO's correspondence, audit, executive support, and facilities management functions, as well as managing OCIO implementation of Department policies, and project management issues in support of both OCIO and the Department.

As a Supervisory Program Analyst GS 0343 15, your typical work assignments may include:

  • Representing the Chief of Staff and/or CIO/DCIO in telephonic and personal contact with high ranking officials across the Federal Government.
  • Engaging executives from industry, professional and research groups and associations.
  • Coordinating high visibility special projects for presentation to the DHS senior leadership.
  • Overseeing all OCIO correspondence, both for high level audiences and those produced at high volume.
  • Supervising the OCIO executive secretariat, component audit liaison to the Office of Inspector General (OIG) and Government Accountability Office (GAO) audits, facilities manager, and the completion of a variety of special projects. Coordinates with other offices to ensure OCIO activities are aligned to support MGMT goals.

Qualifications

Specialized Experience:
You qualify for the GS-15 grade level (starting salary $134,789.00) if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as:

  • Managing high level communications intended for senior department or agency leaders;
  • Providing comprehensive knowledge of federal information technology support management, organizational needs, resources and personnel.
  • Evaluating and enhancing department policies and providing project management in support of complex and critical issues.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-grade
Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
