THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This is position is located in the USPFO at JBAB, DC. The purpose of this position is to: Plan, manage and direct the daily Commercial Traffic Management Program for both equipment and passenger movements; develop traffic management programs for both peacetime and wartime; provide technical traffic management advisory services; establish operating requirements; and formulate local commercial traffic management policies.

As a(n) TRAFFIC MANAGEMENT SPECIALIST (TITLE 32), GS-2130-11, you will perform but are not limited to:

Serves as primary state representative and point of contact for all DOD highway movements. Coordinates directly with the state Department of Transportation (DOT) to determine highway availability, restrictions, permit requirements and changes or additions to the State Highway Network Database. Approves requests for use of the highway network by utilizing the approved federal operating system, and then issues movement orders. Coordinates directly with the USPFO Traffic Manager to obtain necessary commercial transportation support. Ensures requirements necessary to execute the plans have been identified and coordinated. Ensures proper handling of special and unique movement requirements. Uses and interprets U.S. Forces Command (FORSCOM) and Army regulations, technical manuals, traffic bulletins/regulations, federal and DOT regulations. Exercises functional authority to manage and coordinate the movement of DOD convoys during peacetime, mobilization and deployment. Serves as the Command Transportation Officer and represents the DCS G-4 on transportation matters involving movement of personnel, equipment and supplies, both domestically and internationally, using military transportation assets. Serves as principle representative for military transportation matters and for planning and executing unit movements. Directs, oversees and provides technical guidance for preparation, maintenance and execution of movement plans for mobilization and deployment. Coordinates military surface and air movements with appropriate DOD, federal and state agencies to ensure compliance with applicable regulations.

  • This is an excepted service position that requires membership in a compatible military assignment in the DC Army National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.

  • Applicants who are not currently a member of the DC Army National Guard must be eligible for immediate membership and employment in the DC Army National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.

  • Compatible MOS: 88M, 88N, 92A, 92Y
  • Selected Reserve Incentive Program: Acceptance of this position will cause termination of Federal bonuses pursuant to respective Selected Reserve Incentive Programs (SRIP). This termination may be with or without recoupment of payments already made.
  • Relocation Incentive: Incentive not authorized.
  • Permanent Change of Station (PCS): PCS not authorized.

MILITARY REQUIREMENTS: You must meet the minimum military rank as specified in this announcement. The National Guard's full-time support program requires that all military technicians are members of the National Guard and are appointed to full-time positions which correspond to their military assignments. Applicants who are not currently a member of the National Guard must be eligible for immediate membership.

Other requirements: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.

For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

GENERAL EXPERIENCE:
Experience, education, or training which has provided the applicant with a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Must be skilled in dealing with others in person-to-person work relationships. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must possess at least Thirty-six (36) months experience, education, or training performing, administering or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs. Experience interpreting applicable Federal, State and local laws, and regulations concerning transportation and traffic procedures. Knowledge of transportation requirements and systems for specific geographic areas (International and Continental United States).

Education

Successful completion of a full 4-year course of study in fields listed below leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.

Education -Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
