This position serves as a Public Affairs Specialist within the Utah State Office and reports to the Supervisory Public Affairs Specialist. The incumbent is responsible for the design, development, management, and availability of the state internet site and social media through the use of content management software. He or she contributes to the design and operation of the state website and portals for collaboration. The incumbent must be familiar with basic web design principles and techniques as well as current collaboration technologies. Major duties include but are not limited to:
Develops, designs, and maintains the Utah State Office website and social media using a thorough and effective mix of technical skills and a sound functional understanding of the Bureau’s mission, policy, and procedures.
Serves as photographer and videographer to promote BLM Utah success and activities.
Uses currently established and industry standard web technologies and platforms to maintain and extend an effective web and social media presence for blm.gov/ut/st/ and associated sites.
Evaluates and implements system hardware and software enhancements; provides website support including collaboration in setting up and operating a server site.
Meets with state program leads to develop specific plans for conveying and communicating state mission goals in an effective and efficient manner.
Writes and edits materials for submission to the Washington Office for their use in preparing updates, reports, and the BLM Daily; writes, edits, and reviews brochures, pamphlets, reports, and presentations.
Prepares responses to public inquiries; provides logistical and technical support for special events, field visits, and outreach activities.
May serve as Contracting Officer's Representative to administer media related contracts.
Physical demands: The work is primarily sedentary, requiring long periods of sitting on position. Standing for a prolonged period may be necessary when training or facilitating.
Work Environment: The work is primarily in an office/computer room environment. Overnight and multiple-day travel to other national and state offices and to Utah BLM field office may be required for the purposes of attending coordination meetings, project support meetings, and to provide onsite user support and training sessions.
Security Clearance/Background Investigation is required.

Qualifications

Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of a Webmaster. Specialized experience includes developing, designing, maintaining and all other aspects of managing a website for an organization; experience with using web development software, HTML, and security and scripting languages (ex: JavaScript); developing written products that articulate, interpret, and explain highly complex, potentially controversial, and important agency policies, programs, and research findings; analyzing and evaluating material collected from sources to determine appropriateness for inclusion in new and traditional media; and presenting factual information that is clear and meaningful to the intended audience. OREducation: To qualify based on education you must have 54 semester hours of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a directly related fields of study. ORCombination of Education and Experience: When combining, you cannot use the first 36 semester hours that you earned.
