Duties

Help
  • Coordinates the implementation of College and Career Readiness Standards.
  • Coordinates medically related services and other services for low incidence populations.
  • Reports on the status of program implementation, monitoring, review, and evaluation to the DoDEA special education program manager.
  • Uses technology and information systems to support and monitor special education programs and services.
  • Provides expert advice and consultation to various groups in special education.
  • Provides guidance to schools and district personnel regarding special education policies and federal legislation for student with disabilities.
  • Acts as a Contract Representative to oversee contract fulfillment. This requires collaboration with procurement to manage contracts. Contract Representatives must take training prior to being approved.
  • Works collaboratively with district ISS?s in ensuring all students have access to the general education curriculum and programs.
  • Reviews multiple sources of data to identify trends and make recommendations for areas of improvement.
  • Identifies training needs.
  • Develops and delivers ongoing professional development for multiple stakeholders to include parents, educators and administrators.
  • Informs annual budget for special education.
  • Monitors the quality of program services to ensure compliance with regulations, policies and effective teaching practices.
  • Reviews special education staffing for schools and coordinates with the headquarter special education program manager.

  • The incumbent may be required to travel by military and/or commercial aircraft, land, or sea transportation to a variety of stateside and/or overseas locations for meetings and conferences.

Qualifications

Who May Apply: U.S. Citizens

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Education Requirement: A Master's degree in the field of Special Education. A Master's degree in Speed Language Pathology is also acceptable. The course work must have been completed at or accepted by a regionally accredited U.S. college or university. The undergraduate/graduate course work must have included study in at least three of the following five areas:

    • Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
    • Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
    • Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
    • Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
    • Computers in education and training: Study of the application of computers in education and training.
Experience Required: To qualify based on your work experience, your resume must describe at least five years of experience which prepared you to do the work in this job. Specialized experience is defined as: special education experience gained in teaching, educational research, development of educational materials and aids, educational testing, educational administration, or comparable activities in an elementary and/or secondary school, which has clearly demonstrated success in the application of principles, methods, and techniques of education and familiarity with current developments in PreK-12th grade education and training. This experience must have been in special education.

Licensure/Certificate Requirement: Applicants must be currently certified or certifiable under the current DoDEA standards as Teacher, Severely Learning Impaired/Multiple Disabilities (categories 0416, 0417 or 0418); Teacher, Physically Impaired (category 0419); Teacher, Mildly to Moderately Learning Impaired (categories 0420, 0421 or 0422); Teacher, Moderately to Severely Learning Impaired (categories 0423, 0424 or 0425); Teacher, Emotionally Impaired (category 0426, 0427 or 0428); Teacher, Preschool Children with Disabilities (category 0429); Teacher, Hearing Impaired (category 0470); Teacher, Visually Impaired (category 0471); or Teacher, Speech/Language Pathology (category 0472).

Education

Foreign Degrees and Course Work from Non-accredited Institutions. Credits or degrees earned from a foreign college or university must be evaluated prior to acceptance. Three evaluation procedures are acceptable:

    1. the work may be evaluated and interpreted by the International Education Research Foundation, Inc., Credential Evaluation Service, Post Office Box 3665, Culver City, CA 90231-3665 or www.ierf.org/ or 310-258-9451.
    2. the foreign institution that awarded the degree is on a list endorsed by a regionally accredited university or on a list endorsed by a state department of education for the purpose of teacher certification in that state (this procedure will require an English translation of the transcript and a copy of the document awarding the degree, together with an authenticated list produced by an American university or a state department of education); and
    3. the work may be evaluated by the graduate division of a regionally accredited university and declared the equivalent of similar undergraduate or graduate work in a U.S. institution.
Graduates of non-accredited institutions may have their undergraduate work validated by admittance to graduate school and completion of a minimum of 5 SH of credit in a regionally accredited graduate college.

Additional Information regarding overseas appointments:

  • If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
  • If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12.
  • If an employee brings a family member to an overseas location who requires medical or dental care, then the employee will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Family member appointments will expire based on the sponsor's rotation date. Family member appointments may not exceed two months after an employee is no longer considered a family member within the local commuting area due to PCS or divorce of sponsor or, in the case of a child, the age of 23. Family members are defined according to the DODI 1400.25, Vol.1232 as: For a military member whose duty station is in a foreign area, the member's spouse or unmarried dependent child. For a civilian US employee as defined by section 2105 of Title 5, United States Code, the employee's spouse, domestic partner, or unmarried dependent child, or unmarried child of the employee's spouse or domestic partner. A family member must physically reside with his or her sponsor to receive family member preference.
