Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Serve as an expert planner, analyst, and assisting advisor to Trade Investigations Division (TID) and Alcohol and Tobacco Tax and Trade Bureau (TTB) management officials via the Market Compliance Office (MCO) on national programs that assess compliance with TTB administered laws and regulations in accordance with the legal or administrative positions set forth by the Bureau.
- Conducts complex analyses on issues related to product integrity or marketplace activities relating to the production, labeling, advertising, and marketing of all domestic and imported alcohol beverages; determine compliance with TTB’s regulations and underlying statutes; and recommend and execute appropriate actions to correct or address violations.
- Develop new procedures to improve the efficiency and effectiveness of programs and to ensure the optimal utilization of resources.
- Advise representatives of U.S. and foreign government agencies, foreign and domestic industrial concerns and trade associations as to the acceptability under the Federal Alcohol Administration Act (FAA Act) and the Internal Revenue Code (IRC) of operations regarding the production, labeling, advertising, marketing, importation and exportation of alcohol beverages.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience:  For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is: Conducting analysis of a program area to determine compliance of laws and regulations.

Examples of such experience could include:
- Interpreting and explaining TTB laws and regulations; OR
- Researching and analyzing compliance issues in a regulatory program area; OR
- Applying laws, regulations, and policies to prepare correspondence, reports, proposals or operating procedures that address compliance issues related to labeling, formulation, product safety, or marketplace activities; OR
- Making recommendations for program improvements to executives and management officials through written or oral presentations.

Specialized experience:  For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is: Performing research and analysis relating to laws, regulations, policies and/or procedures, and utilizing this information to make decisions, provide guidance and recommendations.

Examples of such experience could include:
- Researching and summarizing TTB laws and regulations; OR
- Applying laws, regulations and policies to make compliance determinations; OR
- Compiling and analyzing data related to compliance issues; OR
- Writing succinct recommendations, reports, or correspondence to address non-compliance with laws, regulations, and policies.
 
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
For the GS-12, you must have been at the GS-11 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- A one year supervisory or managerial probationary period may be required.
- Must successfully complete a background investigation.
- A Public Trust Background Investigation will be required.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
- If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
- Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.  Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
- Obtain and use a Government-issued charge card for business-related travel.
- File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
- Undergo an income tax verification.
