Summary

This position is located in the Real-Time Trading and Scheduling (PTFR), Trading Floor (PTF) group of the Bulk Marketing (PT) organization within the Power Services (PS) business line of the Bonneville Power Administration (BPA).  The PTFR group works closely with Generation Supply (PGSD) to maximize the value of the Federal Columbia River Power System (FCRPS) and Power Service revenues while adhering to strict reliability and operational obligations by marketing and scheduling hourly.

Duties

Help

As a Customer Account Executive (Real-Time Trader and Scheduler), you will:

  • Collaborate with staff to stay abreast of Federal Columbia River Power System (FCRPS) operational flexibility and obligations to submit bids and offers of day-ahead, hour-ahead and intra-hour energy, capacity, and ancillary products into various markets.

  • Monitor markets and participates in discussions that optimize trading opportunities between trading hubs, time horizons and markets (bilateral vs organized).

  • Perform the resale of surplus BPA Bulk Marketing (PT) transmission and manages curtailments and resupplies for Bulk Marketing (PT) load schedules in real time.

  • Maintain a working understanding of operational and energy emergency procedures to ensure that Real-Time Trading and Scheduling (PTFR) core operations are maintained under a variety of emergency conditions, including oversupply situations.

  • Federal Energy Regulatory Commission (FERC) Standards of Conduct (SOC): The incumbent is required to have a working knowledge of the Federal Energy Regulatory Commission (FERC) Standards of Conduct (SOC) to ensure fair competition in the open access transmission market though compliance with its basic principles. The FERC SOC basic principles require BPA’s Transmission Function employees and its affiliated Power Merchant Function employees to function independently and abide by non-discriminatory information access and prohibited disclosure regulations for transmission-related information that is not equally available to all customers. In addition, the incumbent is required to complete BPA’s mandatory SOC training.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENT:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

GS-9: You must have one year of specialized experience equivalent to the next lower grade (GS-07). Examples of qualifying experience include:

  • Experience applying basic economic, accounting, or legal principles for the purchase or sale of securities, commodities, insurance or other investments.

  • Experience applying established business practices to execute  provisions of a sales contract.

  • Experience collecting and summarizing data related to market structures and trends; competitive relationships; retail and wholesale trade practices; distribution channels and costs; or trade restrictions and controls.

  • Experience explaining standard rate structures, for the sale of electric, gas, or other energy services; to commercial, industrial, or institutional utility customers (e.g., types of loads, cost allocation methods, billing factors).

You may substitute education for specialized experience as follows:

Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or a LL.B. or J.D. if related; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. —OR—

Combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first year of full-time study may be credited). One academic year of graduate education is considered to be the number of credits hours the graduate school has determined to represent one academic year of full-time study. If the graduate school's definition of one year of graduate study is not available, 18 semester hours (or 27 quarter hours) is used. When crediting education that requires specific course work the number of hours of related courses required, as a proportion of the total education, is prorated.

GS-11: You must have one year of specialized experience equivalent to the next lower grade (GS-09). Examples of qualifying experience include:

  • Experience selecting and applying a variety of economic, accounting, or legal principles for the purchase or sale of securities, commodities, insurance or other investments.

  • Experience using established business practices to draft contracts for the sale of securities, commodities, insurance or other investments.

  • Experience researching and analyzing market structures and trends; competitive relationships; retail and wholesale trade practices; distribution channels and costs; or trade restrictions and controls data; to make recommendations on securities, commodities, insurance or other investment sales strategies.

  • Experience researching and summarizing data for the design of electric, gas, or other energy services rate structures.

You may substitute education for specialized experience as follows:

Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or a LL.M., if related; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. —OR—

Combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first two years of full-time study may be credited). Electric Utility Fundamentals- Knowledge of generation, transmission, and/or distribution concepts in the wholesale or retail markets of providing electricity to consumers; Knowledge of the business practices, regulations, rate structures, and operating characteristics of the electrical utility industry; Ability to apply knowledge of the laws, regulations, standards, policies, concepts, principles, practices, rate structures, and contractual relationships applicable to electric utility customers.
