Formulates, develops, directs, and executes DCAA's internal Quality Assurance (QA) reviews that assess Agency audit staff compliance with the professional standards, regulations and Agency policies and procedures.
Reviews include formal internal QA reviews based on the Council of Inspectors General on Integrity and Efficiency
(CIGIE) guidelines and other internally or externally directed reviews.
Monitors and evaluates the efficacy of QA processes and results.
Manages and directs a staff of QA auditors, supervisors, and administrative staff, ensuring that subordinate supervisors deal equitably and effectively on all required personnel management and administration issues.
Conducts and supports Agency liaison and interface with Government Accountability Office (GAO), the DoD Inspector General (DoDIG), as well as other Federal and non-Federal audit organizations.

Qualifications

Basic Requirements:
Degree: accounting or a related field (such as business administration, finance, or public administration) that included or was supplemented by 24 semester hours (or 36 quarter hours) in accounting (may include up to 6 hours of business law).
OR
Combination of education and experience: 4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours (or 36 quarter hours) in accounting/auditing courses or a certificate as Certified Public Accountant or a Certified Internal Auditor.
Specialized Experience:
In addition to meeting the basic requirements, you must have one year of specialized experience at the GS-14 or equivalent level. Specialized experience must be documented in your resume. Specialized experience includes: Managing teams of auditors in the performance of internal quality assurance (QA) reviews that assess the Agency's compliance with Generally Accepted Government Auditing Standards (GAGAS), applicable legal and regulatory requirements, and Agency policies and procedures. Providing expert leadership and advice on GAGAS, QA review programs, audit policy development and interpretation, and technical guidance on planning and performing audits. Managing and directing QA reviews based on Council of Inspectors General on Integrity and Efficiency (CIGIE) guidelines. Establishing goals and objectives supporting a QA review program. Coordinating with outside oversight organizations such as Government Accountability Office (GAO), The DoD Inspector General (DoDIG), and other Federal and non-Federal audit organizations.
