Duties

Help

As a Supervisory Supply Systems Analyst, GS-2003-09, you will perform a full range of supervisory duties. Implement accepted provisions of personnel management such as equal employment, merit promotion, career development, performance appraisals, employee counseling, incentive awards and position management. Review, analyze, and interpret supply directives and procedures. Formulate and recommend operating procedures to achieve optimum support to the logistics program on matters pertaining to property accountability. Responsible for branch officelogistical support program to ensure units/activities receive guidance and assistance required to correct problems and deficiencies. Analyze recommendations and issue written or verbal instructions to insure units achieve maximum readiness posture. Analyze results of property book reconciliations to determine if systemic problems exist. Analyze trends for effectiveness and efficiency. Coordinate with Army Material Command (AMC), Defense Logistics Agency (DLA) and National Guard Bureau (NGB) program managers to effect receipt of required equipment to support readiness objectives. Act as the Total Package Fielding (TPF) manager for the USP&FO. Coordinate system administration for the property management branch to include STAMIS security, software and hardware changes. Perform other related duties as assigned.

APPOINTMENT STATUS: EXCEPTED
This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard.

AREA OF CONSIDERATION:
Non-Bargaining Position
Qualified, current members of the Pennsylvania National Guard. (Army and/or Air).

INDEFINITE: Currently employed permanent technician selected will occupy this position as a Promotion NTE or Reassignment as appropriate in their present status. Employment status pertains to applicant nominated, who is not a currently employed permanent technician. Indefinite appointments do not acquire permanent status and do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice

Compatible Military Assignments: EMOS: 25B, 36B, 51C, 88M, 88N, 89A, 89B, 92A, 92F, 92Y

GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Application must indicate at least 24 months experience, education, or training dealing with cost estimates, budgets or funding management. Experience conducting extensive searches for required information; reconstruct records for complex supply transactions; and/or provide supply operations support. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

KNOWLEDGE, SKILLS, AND COMPETENCIES: Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position.

- Ability to direct the work of subordinate employees in accomplishing the work of the unit.

- Knowledge of a wide range of well-established and commonly applied supply principles, concepts and methodologies in one or more of the technical supply specializations.

- Ability to perform recurring kinds of assignments, operations and/or procedures in providing services and resolving issues and problems of a procedural nature in supply operations, planning or program management.

- Ability to analyze information and trace sequence of transactions to resolve problems.

QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.

SPECIAL NOTE: Per the Labor Relations Management Agreement if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Section 17.8 of the LMRA.
