Duties

At the entry level of this position, you will:

- Review and analyze incoming FOIA requests to determine appropriate follow-up actions, including notifying management and/or the Regional Freedom of Information Act (FOIA) Officer of the need to assign the request to another office to ensure a timely and accurate response (e.g., cases where the FOIA request was assigned to the wrong Division or Agency).

- Contact requesters to obtain fee commitments.

- Using database software, databases, and EPA intranet information sites such as CERLIS/SEMS, epaosc.net, envirofacts, to access and retrieve information.

- Provide oral and written responses within the statutory time frame.

When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

Qualifications

You do not need a degree to qualify for this position.

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-07 level, you need to have at least one year of full-time experience equivalent to the GS-05 level defined as assisting in the review of FOIA requests to aid in determining who the request is assigned to; tracking and researching FOIA requests to determine the cost estimate for the requestor;  reviewing documents for clerical errors, redacting Personal Privacy Information (PII) and reviewing release determination OR 1 full year of graduate level education; OR superior academic achievement (Superior Academic Achievement Definition) degree in an academic discipline related to this position.

To qualify for the GS-09 level, you need to have at least one year of full-time experience equivalent to the GS-07 level defined as reviewing and processing FOIA requests; tracking and researching various databases to obtain the needed information identified in the FOIA request; preparing the cost estimate; communicating with the requestor to secure a fee commitment and/or clarification of scope; working on a team OR master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if related; degree in an academic discipline related to this position.

To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as processing more complex FOIA requests; tracking and researching complex cases to complete them and monitoring the budget to ensure the cost of the FOIA request does not exceed the estimate; processing appeals and denials (partial and full) OR Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; OR LL.M., in an academic discipline related to this position.

Your answers to the on-line assessment will be used to evaluate your competencies in the following areas:  

1. Ability to formulate conclusions and make recommendations based upon analysis and evaluation and presents them to management officials. 

2. Knowledge of FOIA requests and the process.

3. Skill in tracking budgets and preparing cost estimates.

4. Skill in researching databases and websites to obtain information on processing FOIA actions.

5. Skill in making presentations to resolve issues between submitters of records, members of the general public (including potentially responsible parties or their technical and/or legal representatives, congressional members and/or their staff), and colleagues and managers.

6. Ability to prepare clear, concise, and defensible written conclusions on complex FOIA matters for members of the general public. 

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
