As a Public Health Advisor you will:

  • Serve as the principal advisor and direct and oversee multi-functional program activities involving a broad and complex range of public health programs that are operated overseas.
  • Manage multiple projects and programs operating concurrently.
  • Analyze collected data and findings and interpret complex legislative, regulatory, and/or policy guidance for use in managing overseas public health programs.
  • Develop and implement strategies and plans for meeting overseas objectives.
  • Establish and forge relationships with international organizations to collaborate and facilitate the development and integration of operating public health program initiatives and activities across a broad area.

1. Security and Background Requirements: If not previously completed, a background security investigation will be required for all appointees. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Qualifications

The Public Health Advisor will either perform management and operations work or technical work.

MINIMUM QUALIFICATIONS:

GS-12: Applicants must possess at least one year of specialized experience equivalent to at least the GS-11 grade level in the Federal Service. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience providing management and operations or technical advice and assistance in order to assist in the planning and management of public health programs.

GS-13: Applicants must possess at least one year of specialized experience equivalent to at least the GS-12 grade level in the Federal Service. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience providing management and operations or technical advice and assistance in the management and implementation of public health programs.

GS-14: Applicants must possess at least one year of specialized experience equivalent to at least the GS-13 grade level in the Federal Service. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience management and operations or technical advice by managing public health programs on issues relating to the improvement of health care systems, strategies and services.

In addition to meeting the specialized experience, applicants may need expertise in one or more of the following areas: Applied Epidemiology, Behavioral Epidemiology, Chronic Diseases, Emergency Preparedness and Response, Emerging Infectious Diseases, Environmental Health, HIV/AIDS, Immunization, Infectious Diseases (e.g. Viral, Parasitic, etc.), Influenza, Malaria, Non-communicable Diseases, Outbreak Investigations, Sexually Transmitted Diseases (STDs), Surveillance, Tropical Medicine, Tuberculosis (TB), Viral Hepatitis, and/or Zoonotic Diseases.

This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). Therefore, if selected, you will be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest and your prospective position with the agency. This Information will be required annually.

Overseas Assignments: Overseas assignments are for two years. The assignment may be extended based on the needs of the agency.

  • This position will be entitled to comparability pay once deployed to overseas location.
  • These positions may be eligible for special pay allowances (e.g., post differential, housing, relocation, market pay, etc.).
  • Immunizations are required and will be administered by the CDC before relocating overseas.
  • To work overseas for the CDC, the selectee will need to obtain security and medical clearances before being cleared to report to the overseas duty station. Continued employment will be subject to submission of all documentation necessary to obtain the medical and security clearances (including documentation for any accompanying dependents), within thirty (30) business days and obtaining the security clearance within six (6) months of the initial appointment. Please note the inability to secure the clearances necessary for overseas duty will result in termination of the appointment to the position.
  • Citizens or permanent residents of the host country are not eligible to be considered.
  • Current permanent status CDC employees will be processed using a Term appointment. The selectee will not have statutory return rights. Subsequent employment for CDC positions must be through the appropriate competitive process or special employment program hiring authorities.
