DIRECT HIRE AUTHORITY: This position is being filled through the office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens.

Duties

Help

  • Provides technical lead support of IT audits, inspections, and evaluations.  Researches targeted program technologies to include features, functions, security controls, configuration, and maintenance processes.  Develops methodologies for performing tests of targeted program security controls to include manual and automated processes.  Develops, tests, and executes custom scripts to automate testing procedures as appropriate for the project.  Analyzes results and develops actionable findings and recommendations as appropriate.  Oversees and implements intrusion detection, analysis, and penetration testing tools.
  • Coordinates and develops assessment methodologies for IT related policies and procedures across the DOI and subordinate Bureaus, in accordance with the Federal Information Security Management Act (FISMA) and other relevant policies and directives. Develops and coordinates action plans and Rules of Engagement procedures with the DOI and subordinate Bureaus information technology groups including incident response teams.
  • Remains current on software and hardware advances as they apply to audits, inspections, and evaluations. This may require participation in, or input to, hardware/software selection committees or groups.  Responsible for remaining technically proficient and for procuring the necessary hardware and software equipment necessary to undertake and handle audits, inspections, and evaluations.
  • Serves on working and user groups or organizations oriented towards audits, inspections, and evaluations. Serves as an IT liaison for IT audits, inspections, and evaluations. Incumbent interfaces effectively with internal/external customers others to gain their confidence and cooperation. Functions as an OIG trainer by devising and teaching OIG and other personnel about "cutting edge" automated techniques.  Participates with OIG auditors and plans and presents options and resources related to auto tools.
  • Makes recommendations to management concerning appropriate changes in Departmental procedures, practices and/or regulations that may be susceptible to IT control weaknesses.

The duties of this position are suitable for telework and the selectee may telework with supervisory approval.

Minimum Qualification Requirement for the GS-14 level

To qualify for the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 grade level that demonstrates the ability to lead the implementation of and conduct reviews of security programs designed to anticipate, assess, and minimize system vulnerabilities; coordinate the implementation of IT security programs across platforms; establish IT vulnerability reporting criteria; evaluate IT security incident response policies; identify the need for IT security changes based on new technologies or threats; institute measures to ensure IT security awareness/compliance; review proposed new systems, networks, and software for potential IT security risks; resolve IT integration security issues and experience in UNIX, Windows, or other standalone/and or client server operating systems in a TCP/IP network environment.

Minimum Qualification Requirement for the GS-13 level

To qualify for the GS-13 level, you must have one year of specialized experience equivalent to the GS-12 grade level that demonstrates the ability to identify and recommend specifications to meet IT security requirements; conduct security accreditation reviews for installed systems or networks; resolve IT integration security issues and experience in UNIX, Windows, or other standalone/and or client server operating systems in a TCP/IP network environment.

In addition to meeting the qualifications above, individuals must have IT-related experience demonstrating each of the four competencies listed below.

  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Education

There is no education substitution for GS-levels above the GS-11.
