This position is located in the Technical Training Operations Directorate (TTOD), in the Leadership Training Division at the Federal Law Enforcement Training Centers (FLETC), Glynco, Georgia. The primary purpose of this position is to provide divisional advice and guidance concerning training, training programs and training trends, methods, and processes.

Being an Law Enforcement Training Advisor (LETA) makes you a valuable member of the FLETC team. The selected individual participates in the research, development, evaluation and administration of law enforcement training courses and programs within the training division.  The selectee provides advice to the division on law enforcement topic specific trends, training methods, and identifies training gaps for potential development by subject matter experts in order to meet the needs of the law enforcement community.

Typical assignments include:

  • Researches emergent law enforcement mission requirements, law enforcement training requirements, emergent law enforcement operational technologies, and emergent training and educational technologies.
  • Reviews and assesses courses and programs specific to the training division to assure methodologies, training practices, training objectives and evaluation methods are consistent with the knowledge, skills, and abilities associated with the training audience. 
  • Provides expert advice on the Systems Approach to Training (SAT), and leads or assists course development teams, providing critical knowledge during the development and revision phase. Tracks and maintains up-to-date and accurate syllabi and program curricula to include lesson plans, handouts and notebooks for the division in order to ensure consistent policies, practices, and procedures are administered throughout the division’s curriculum.
  • Participates in the development and tracking of the budget for training which includes the fees, training materials, equipment, supplies, and materials over the length of the program or course of instruction.
  • As a subject matter expert in curriculum development, the incumbent develops and implements the long and short-range training plans and formulates appropriate financial operating plans and program procedures to ensure the training program meets the needs and interest of the organizations served. Conducts research on emerging technology, practices and techniques to enhance instructional knowledge and skill.
  • Participates in the accreditation process and provides guidance. Assists in providing guidance for the accreditation of training programs that include: (a) curricula evaluation; (b) instructional methods and techniques; (c) adequacy and utilization of training aids, devices and facilities; and (d) remedial training.
  • Serves as an instructor and/or evaluator for divisional courses to ensure content is delivered consistent with course methodologies.

Transfer Requirement for CSRS: To be eligible for secondary coverage, an employee must:

  1. Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position; AND
  2. Be continuously employed in a secondary position since moving from a primary position; except a break in employment in secondary positions that begins with an involuntary separation (not for cause) and/or voluntary breaks in service that began prior to January 20, 1988.
Transfer Requirement for FERS: To be eligible for secondary coverage, an employee must:
  • Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position; AND
  • Have completed 3 years of service in a primary position, including any such service during which no FERS deductions were withheld; AND
  • Be continuously employed in a secondary position since moving from a rigorous position; except a break in employment in secondary positions that begins with an involuntary separation (not for cause).

Qualifications

The qualification requirements listed below must be met by the closing date of this announcement.
 
For the GS-13 grade level:

SELECTIVE PLACEMENT FACTOR: In order to be considered for this position applicants must possess experience as a sworn law enforcement officer or agent with full arrest authority in the prevention, detection, apprehension, detention and/or investigation of felony and/or misdemeanor violations of Federal, state, local, tribal, or military criminal laws.

-OR-
 
Must have held a federal civilian position in the 1801 occupational series.

-AND-

In addition to the above, at the GS-13 grade level applicants must possess at least one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service providing expertise in the planning, development, evaluation and/or delivery of law enforcement training programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time in Grade: Current Federal employees must have served 52 weeks at the GS-12 grade level in the federal service.  The time-in-grade requirement must be met by the closing date of this announcement.

The Office of Personnel Management must authorize employment offers made to current or former political appointees. Physical Demands: The work is typically sedentary in nature. However, some periods of standing and moderate lifting are necessary to set up conference rooms or classrooms, which can include training material and audio-visual equipment. Occasional travel may be involved.

Work Environment:  The work is typically performed in an office, conference room or classroom and occasionally in practical exercise training areas located in indoor and outdoor settings.

This is a drug testing position which requires a urinalysis to screen for illegal drug use prior to appointment. Employment is contingent upon favorable results.

You will also be subject to random drug testing.

2. Knowledge of current and emerging principles, methods, applications and state-of-the-art technology; law enforcement development and training principles, practices, techniques, guidelines and the relationship with FLETC PO operational objectives and missions in order to provide analysis of training requirements.

3. Ability to conduct research on the most current concepts, principles, techniques and practices of training technology and methodology for law enforcement personnel.

4. Ability to develop and maintain productive professional relationships; to influence, motivate, and challenge others; to relate well to individuals or groups from varied backgrounds, interests and points of view in a variety of settings; and to adapt leadership styles to meet the situation. 

5. Knowledge of adult learning techniques, principles, and methodologies and the application of their use when training law enforcement personnel.
