Duties

Help

Develops detailed communication plans, goals and objectives for long-range implementation and administration of communications initiatives that align with the organization’s strategic goals. Organizes, manages and writes features and narratives. Develops branding and creative efforts and directs the visual communications initiative. Works on self-directed projects to analyze interrelated issues of effectiveness in communications strategy and actively participates in discussions and meetings, providing presentations when required. In addition, the incumbent consults with staff across the organization on writing, editing and overall communication questions. Drafts senior management remarks or letters and provides an editorial role for the annual report and other team projects.

CRS works exclusively for the United States Congress, providing policy and legal analysis to committees and Members of both the House and Senate, regardless of party affiliation. As a legislative branch agency within the Library of Congress, CRS has been a valued and respected resource on Capitol Hill for more than a century.
CRS is well known for analysis that is authoritative, confidential, objective and nonpartisan. Its highest priority is to ensure that Congress has immediate access to the nation's best thinking on public policy issues of interest to its Members and committees.

Communications Specialist duties include:

Writes correspondence, reports and communications initiatives, or other documents related to self-directed work assignments or developmental activities. Gathers, interprets and analyzes information to develop communications plans and written products. Records information necessary to produce reports.

Researches and identifies complex program issues or problems impacting program initiatives in major agency organizational components (within the context of communications), assisting with a variety of tasks associated with communications elements of strategic planning.     

Analyzes complex problems or interrelated issues in developing and maintaining relationships with various stakeholders in CRS. Performs as a liaison between the Office of the Director and CRS divisions/offices on communications issues.

Based on individual professional expertise or knowledge, plans and carries out the approved assignments and resolves most of the communications conflicts that arise. Coordinates the work with others as necessary, and interprets policy on own initiative in terms of established objectives. Plans and determines the approach to be taken or the methodology to be used for some work assignments. 

The salary range indicated reflects the locality pay adjustment for the Washington, D.C. metropolitan area. 
 
This is a non-supervisory, non-bargaining unit position.

The tour of duty for this position is full-time.

The incumbent of this position may elect to work a flexitime or compflex work schedule.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous federal service will generally be paid the minimum step of the grade.
