Summary

The incumbent of this position serves as a regional staff representative between assigned Decennial offices and the Chicago Regional Census Center (RCC), as a technical and procedural specialist in the RCC in a variety of areas.

This is a NON-BARGAINING unit position.

A trial period may be required.

Relocation WILL NOT be paid.

Duties

The individual selected for this position will:

  1. Utilize data collection procedures to research, resolve, and clarify problems when applicable.
  2. Provide administrative guidance to managers of the Area Census Offices (ACO) in order to assure timely, orderly, and efficient conduct of decennial pretests and Decennial.
  3. Monitor the ACO recruiting operations by working closely with Government Partnership Specialists, Community Outreach, and Media Partnership Specialists; maintaining contact with appropriate referral services in order to identify recruitment efforts.
  4. Serve as a point of contact assisting with problems involving daily telephone contact, and periodic travel to assigned ACO's.

EXPERIENCE: You must have one year of specialized experience equivalent to the grade 07 level in the Federal service. Specialized experience at this level may include assisting with the conduct of recruiting of applicants; experience making arrangements for training facilities; experience reviewing the work of office and field staff. Experience providing assistance in areas such as office automation, equipment and administrative operations as well as travel arrangements.

OR

EDUCATION: Successful completion of two full years of graduate education or a master's degree.

EXPERIENCE: You must have one year of specialized experience equivalent to the grade 09 level in the Federal service. Specialized experience for this position includes: Experience with monitoring and guiding aspects of an organization's recruitment efforts; experience monitoring costs and progress of projects; experience providing oversight to formal training and administrative programs.

OR

EDUCATION: Successful completion of three full years of graduate education or the Ph.D.

GG-0301-12:
EXPERIENCE: You must have one year of specialized experience equivalent to the grade 11 level in the Federal service. Specialized experience for this position includes everything at lower grades listed above as well as: experience providing oversight to data collection programs and projects; experience analyzing demographic data and information; experience providing quality control oversight for information collected in support of office operations.  Finally experience providing administrative support to office management.

EDUCATION: No substitution of education for experience is permitted at the GG-12 level.

You will be evaluated for this job based on how well you meet the qualifications above.

  1. Knowledge of data collection procedures and techniques to resolve problems related to the review, analysis, and research of factual information, trends, and to write technical reports.
  2. Knowledge of organizational programs, terminology, procedures, and standards to apply to assigned projects.
  3. Ability to use judgment in interpreting policies, precedents, and work directions inherent to program-related activities and adapting guidelines for application to specific situations
  4. Ability to independently plan and perform assignments, resolving most conflicts that may arise.
