Summary

The Program Specialist position is located in the Office of the Secretary of Veterans Affairs (OSVA), Center for Women Veterans (CWV). The incumbent serves as a National Outreach Coordinator responsible for liaising with the Office of Public and Intergovernmental Affairs (OPIA), content development, writing, editing, desktop publishing, design, and digital social media outreach (including platforms such as Twitter and Facebook), and Contracting Officer's Technical Representative (COTR).

Duties

Help
  • Convey VA women Veterans program information to key internal and external audiences nationally.
  • Responsible for all aspects of outreach products and campaigns to include: Design, develop, direct, write, and implement/deliver a multitude of public affairs and outreach programs, communication, and outreach products and campaigns.
  • Advise CWV on marketing strategies for communications and products directly related to outreach projects.
  • Establish and develop effective relationships with a diverse group of veterans, outreach personnel, and other key stakeholders.
  • Serve as the subject matter expert in the area of outreach to women Veterans and will develop and interpret guidance on program planning and evaluation in the area of effective outreach.
  • Develop new policy, using judgment and discretion in interpreting and revising existing policy and regulatory guidance for use by others within or outside the organization.
  • Deliver outreach program presentations and other written material related to outreach programs and initiatives.
  • Coordinate with OPIA Public Affairs media relations team and others in VA as needed on the release of outreach news and information.
  • Attend and actively participate in conferences and meetings (internal and external), serving as liaison for outreach activities.
  • Coordinate CWV outreach efforts across VA and with other Federal, state, and local officials on the development of outreach efforts.
  • Publish outreach materials that includes the Veterans Health Administration (VHA), Veterans Benefits Administration (VBA), and National Cemetery Administration (NGA).

To qualify for this position, applicants must meet all requirements by by the closing date of this announcement.

To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves 1) Developing a national program for outreach including planning, public affairs, and digital outreach; 2) Liaising with public affairs for content development, writing editing, desktop publishing, design and digital /social media outreach activities; 3) develops, updates, and implements effective strategic communication outreach plans to convey information to key internal and external audiences nationally; 4) Use Microsoft Office suite, social media, television and radio platforms to campaign outreach activities.


Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.

Work Schedule: 8:00 AM - 4:30 PM. Alternate work schedules are available.

Physical Requirements: The work is sedentary. Typically the employee may sit comfortably to do the work. However, there may be some walking, standing, bending or carrying of light items such as papers and books. No special physical demands are required to perform the work. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
