Summary

The purpose of this position is to serve as a thought-leader, strategist, and technical advisor in shaping the Gallery’s online presence.  The incumbent will oversee the Web Department (DWEB) and the Gallery's website, manage or support strategic digital initiatives that are under the governance of the Gallery’s Executive Digital and Technology Committee (EDTC).

The incumbent:

  • Provides leadership to create, manage, build, enhance, and sustain the Gallery’s public-facing digital solutions including Web, mobile, indoor technology, and the Gallery’s presence in aggregate sites.
  • Leads a successful effort to evaluate, develop, and manage the NGA websites including user experience, accessibility, content management system (AEM), authoring tools, navigation, search, and organization.
  • Leads the redesign and reconceptualization of NGA.gov; creates Requests for Proposals (RFP) to address modernization of website and content management system; selects and manages the technical evaluation panel (TEP) with the procurement office.
  • Leads and manages the Web team; works collaboratively with staff and management within the Digital Media Division and throughout the Gallery, including IT and Publishing.
  • Administers high-level requests from other Gallery offices and schedules and coordinates the department’s various activities.
  • Plans the future growth of the department, and defines its goals in areas of personnel, budget, equipment, and technical services.
  • Plans and manages multiple projects and maintains schedules and budgets
  • Ensures that DWEB provides appropriate services and accurate and informative responses to inquiries from Gallery colleagues, outside contacts, and the public concerning the websites.
  • Manages vendor contracts; develops scopes of work, RFPs, and deliverables.
  • Writes and manages grants for digital programs.
  • Pursues and cultivates donor relationships.
  • Oversees the financial and personnel resources of DWEB.

REQUIREMENTS:

Physical requirements: Work is primarily sedentary; however, some walking is required to go to other offices in the Gallery.

Qualifications

Candidates must meet the following Qualification Standards Handbook requirements.  For the GS-14 specialized experience is at least one year of experience equivalent in responsibility to the GS-13 grade level in the Federal service implementing and managing strategic digital initiatives within an art-based organization or cultural institution.

Other relevant criteria:

  • 5+ years professional Web experience, including 3 years management experience leading a Web team and overseeing Web projects.
  • Must have led the redesign and development of a major cultural heritage website
  • BA (MA preferred) in relevant field.
  • Art history training and/or museum experience a plus.

  • HTML5, XHTML, CSS, JavaScript, JQuery, cross-browser and cross-platform compatibility
  • Microsoft Office suite of products
  • Adobe Creative Suite, including Photoshop, Illustrator, and InDesign
  • Database and database web integration
